O15AN ORDINANCE PRESCRIBING THE NUMBER OF CITY COUNCILLEN OF WHICH
THE CITY COUNCIL OF THECITY OF KENNEDALE, TEXAS, SHALL CONSIST;
PRESCRIBING AND.FIXING THE NUMBER AND NAMES OF PLACES FOR EACH;
SETTING OUT THE NUMBER OF COUNCILMEN TO HOLD OFFICE FOR ONE YEAR
AND THE NUMBER OF QOUNCTLMEN TO HOLD OFFICES FOR TWO YEARS.
WHEREAS, Article 979 of the Revised. Civil Statutes provides that where a
general law city is not divided into wards the city council may determine by
ordinance what number of councilmen shall go out of office in one year, and the
manner of deciding which shall hold office for the long term and which shall have
the short term;
WHEREAS, It is deemed advisable by the City Council of the City of Kennedale
that the terms of the councilmen shall be overlapping because overlapping terms
shall have a tendency to promote stability in the city government;
TrHEREAS, It is further deemed advisable by the City Council of the City of
Kennedale, Texas, that to promote stability inthe city government the city council
should consist of a mayor and five city councilmen and that the city councilmen
should be elected according to places, numbered from one to five consecutively.
NOW THEREFORE BE IT ORDAINED By the City Council of the City of Kennedale,
Texas, that the city councilmen of the city of Kennedale, Texas, shall be elected
on April 1, 1952, according to places designated and numbered from one to five
consecutively, to —wit, "place 1","place 2","place 3", "place 4",
"place 5" and
"Mayor" and that the various candidates seeking election to said offices shall file
and stand for election according to places 1 through 5 and mayor. That the candidates
elected on April 1, 1952, to the offices of "Mayor", and city councilmen "placel,"
"place 2" shall serve for two years term or until their successors are elected and
qualified; their successors shall be elected at a general city election on the first
Tuesday in April, 1954, for a tera of two years; thereafter the "Mayor" and city
councilmen of "place 1" and "place 2" shall be elected on even years; that the candi—
dates elected on April 1, 1952 to the offices of city councilmen "place 3", "place 4"
and "place 5" shall serve for a one year term or until their successors are elected
and qualified; their successors shall be elected at a gereral city election on the first
Tuesday in April, 1953 for a term of two years; thereafter the city councilmen to
"place 3", "place 4" and "place 5" shall be elected on odd years.
