08.31.2000 CC Minutes2487 MINUTES OF KENNEDALE CITY COUNCIL WORKSHOP -AUGUST 31, 2000 100 E. BROADWAY ST. -COMMUNITY CENTER Mayor Wright called the workshop to order at 6:30 p.m. Members present: Mayor Wright, Councilmembers Clark, Barrett, Vaughn and Kovach. Members absent: Councilmember Hoover Staff present: Ted Rowe, Kathy Turner, Lynette Whidden, and Dave White. A. WORKSHOP 1. Discussion on proposed budget for Fiscal Year 2000-2001. Council was presented budget worksheets with recommended changes from the previous meeting. It was noted that the money for the storm warning system was transferred to the street department, and additional money was added for the new Badger meter reading system. Council was then presented figures for a sand spreader requested from the Street Department, which was not included in the proposed budget. Mayor Wright recessed the workshop at 7:04 p.m. to enter into public hearings for the proposed budget and tax rate. Mayor Wright reopened the workshop at 7:22 p.m. Council continued discussion with the Fire Department budget and personnel, pay for all city employees, capital expenditures, and the purchase of a sand spreader for the street department. It was the consensus of council to remove the additional fire fighter from the budget and purchase the sand spreader out of this year's budget. Next, Mr. Dave White briefed Council on the Badger Meter Reading System and finance options available. Another workshop was scheduled for September 12, 6000 to begin at 6:30 p.m. 2. City Manager briefing. Council was brought up to date on the Little School Road project, pre-construction conference for the Danny Drive sewer line, meeting with city engineers regarding both water tanks and Swiney Hiett sewer line, and completion of Bowman Springs Road project. 3. Mayor's briefing. Mayor Wright briefed Council on several meetings he and Councilmember Kovach had conducted with local racetrack owners. He stated that the first meeting was a little hostile, the second one was much more compromising, and that the third meeting was 2488 even better. Time endings were proposed and traffic control was discussed and agreed upon, as well as permits for special events. B. BROADWAY ST. -COMMUNITY CENTER Mayor Wright called the public hearing to order at 7:05 p.m. Members present: Mayor Wright, Councilmembers Clark, Barrett, Vaughn, and Kovach. Members absent: Councilmember Hoover. Staff present: Ted Rowe, Kathy Turner, Lynette Whidden, and Dave White. A. PUBLIC HEARINGS 1. To receive citizens input regarding the proposed budget for Fiscal Year 2000-2001. Mr. Roy Stott of 1260 Elmbrook Drive, Kennedale, Texas questioned what the budget process entailed and inquired about graphs reflecting where the money is being spent in a department. Mrs. Cindy Rogers of 1256 Elmbrook Drive, Kennedale, Texas questioned if last year's budget exceeded or stayed within the limits. She also asked if additional police and fire personnel would be hired in the upcoming budget. Mayor Wright informed the public that the budget is open records and that a copy was available for review at City Hall. No other persons signed in to speak on the proposed budget and Mayor Wright closed public hearing one. 2. To receive citizens input on a proposed 2000 tax rate of $0.675345 per $100 of taxable value. Mr. Floyd Moody of 1009 Little School Road, Kennedale, Texas stated that he had no objections to the proposed tax rate as long as the citizens receive services for the increase. He requested that for the increase of tax money, the city should maintain and mow the right-of--ways. Mrs. Cindy Rogers of 1256 Elmbrook Drive, Kennedale, Texas stated that she had no objections to the proposed tax rate as long as the citizens see something for the dollar amount. She inquired if the city would be widening Sublett Road due to the development within the City of Arlington, and questioned right-of--way maintenance at Treepoint and Sublett Road? Mr. Ronald Rogers of 1256 Elmbrook Drive, Kennedale, Texas inquired about the widening of Sublett Road. Mr. Roy Stott of 1260 Elmbrook Drive, Kennedale, Texas stated that he would like to see the public receive the best value for the money that they are paying in city taxes. He also 2490 addressed the widening of Sublett Road and spoke about the safety of walker/runners along that roadside. B.
