KENNEDALE CITY COUNCIL
WORKSHOP -MARCH 9, 2000

Mayor Wright called the workshop to order at 6:36 p.m.
Members present: Mayor Wright, Councilmembers Clark, Barrett, Vaughn, and Kovach.
Members absent: Councilmember Hoover.
Staff present: Ted Rowe, Kathy Turner, and legal counsel, Wayne K. Olson.
ITEM NO. 1 -Workshop regarding revised Comprehensive Land Use and Thoroughfare
Plan for the City of Kennedale, Tx.
Council agreed with amendments to the Comprehensive Plan that were implemented from the last
meeting and no further changes were recommended.
ITEM NO. 2 -Workshop regarding changes to the City's Sexually Oriented Business
Ordinance, as well as changes to the Zoning Ordinance.
Council discussed implementation of the new overlay ordinance, nonconforming uses, and
amortization.
Mayor Wright adjourned the workshop at 7:13 p.m.

Mayor Wright called the meeting to order at 7:37 p.m.
Members present: Mayor Wright, Councilmembers Clark, Barrett, Vaughn, and Kovach.
Members absent: Councilmember Hoover.
Staff present: Ted Rowe, Kathy Turner, Lynette Whidden, Linda Royster, Mort Wetterling, and
legal counsel, Wayne K. Olson.
Councilmember Barrett gave the invocation.
PRESENTATION: Mayor Wright presented a Proclamation to Mr. Robert Hinkle of the
American Red Cross.
VISITORS/CITIZENS FORUM
No persons signed in to speak during the visitors/citizen forum.
ITEM NO. 1-Consider approval of the minutes from the following city council meetings:
Workshop, Public Hearing, and Regular Meeting -February 10, 2000, and
Special Emergency Meeting -February 16, 2000, and
Special Meeting -February 24, 2000.
Councilmember Barrett moved to approve the above minutes as they were submitted, seconded
by Councilmember Kovach. Motion carried.
ITEM NO. 2 -Consider approval of Ordinance No. 185, Zone Change 00-01 to "AG"
Agriculture District, Requested by Ms. Signe Edwards.
Councilmember Barrett moved to approve Ordinance No.185, Zone Change 00-01 to "AG"
Agriculture District, seconded by Councilmember Vaughn. Motion carried.
ITEM NO. 3 -Consider approval of Ordinance No. 186, amending Article VIII of Chapter 11
of the Kennedale City Code (1991), as amended, regarding Sexually Oriented
Businesses.
Councilmember Barrett moved to approve Ordinance No. 186, amending Article VIII of Chapter
11 of the Kennedale City Code (1991), as amended, regarding Sexually Oriented Businesses,
seconded by Councilmember Kovach. Motion carried.

ITEM NO. 4 -Consider approval of Ordinance No. 187, amending Article VI of Chapter 17 of
the Kennedale City Code (1991), as amended, The Comprehensive Zoning
Ordinance.
Coucilmember Barrett moved to approve Ordinance No. 187, amending Article VI of Chapter 17
of the Kennedale City Code (1991), as amended, The Comprehensive Zoning Ordinance
contingent upon changing the amortization period to three (3) years, seconded by Councilmember
Kovach. Motion carried.
ITEM NO. 5 -Consider approval of Ordinance No. 188, adopting a revised Comprehensive
Land Use and Thoroughfare Plan for the City of Kennedale, Tx.
Councilmember Barrett moved to approve Ordinance NO. 188, adopting a revised
Comprehensive Land Use and Thoroughfare Plan, seconded by Councilmember Clark. Motion
carried.
ITEM NO. 6 -Consider proposal for Providing Professional Services in Connection with the
Design of Water System Improvements -Elevated Storage Tank.
Councilmember Clark moved to approve the Cheatham & Associates proposal for Professional
Services in connection with the Design of Water System Improvements -elevated storage tank at
a cost of $77,500.00 to be charged to the bond proceeds, seconded by Councilmember Kovach.
Motion carried.
ITEM NO. 7 -Consider approval of Final Plat, Country Estates, Section Two. Developer is
B. Renick Coleman, Represented by Mr. Doug Bevoni.
Councilmember Barrett moved to approve Final Plat for Country Estates, Section Two, seconded
by Councilmember Kovach. Councilmembers Barrett, Kovach, and Clark voted aye, with
Councilmember Vaughn abstaining. Motion carried.
ITEM NO. 8 -Approval of appointment to the Board of Adjustments.
Councilmember Vaughn moved to appoint Mr. Brian Cassady to serve as a regular member of the
Board of Adjustments with a term to expire in June 2001, seconded by Councilmember Kovach.
Motion carried.
ITEM NO. 9 -Consider purchase of voice recorder for Police Department.
Councilmember Kovach moved to purchase a VR240 Voice Recorder System produced by
Eventide for the Police Department in the amount of $15,635.00, seconded by Councilmember
Barrett. Motion carried.
ITEM NO. 10 -Staff Comments: In addition to matters specifically listed below, staff comments
may include updates on ongoing or proposed projects related to their department
and may address posted agenda items.
City Manager, Ted Rowe reported on the status of the repair to Trinity 3 Water Well, construction
of Trinity 4 Water Well, Little School Road Project, and pre-bid meeting on the new city hall.

Director of Finance, Lynette Whidden briefed council on the sales tax history report, interest
rates, and the audit. She said the audit would be placed on next month's agenda for
consideration.
ITEM NO. 11-Executive Session.
Legal Counsel advised that there was no need for executive session.
ITEM NO. 12 -Action on executive session, if necessary.
No action was required on this item.
Councilmember Barrett moved to adjourn the meeting at 8:03 p.m., seconded by Councilmember
Clark. Motion carried.

Mayor Wright called the public hearings to order at 7:30 p.m.
Members present: Mayor Wright, Councilmembers Clark, Barrett, Vaughn, and Kovach.
Members absent: Councilmember Hoover.
Staff present: Ted Rowe, Kathy Turner, Lynette Whidden, Linda Royster, Mort Wetterling, and
legal counsel, Wayne K. Olson.
PUBLIC HEARING NO. 1- To receive citizens comments regarding Zone Change 00-01 from
"R-3" Single Family District to "AG" Agriculture District. The property is identified as Block 1,
Willowbrook Addition, and Blocks 59, 73, 74, 75, 80, 81, 82, 83, 91, 92, 93, 94, and 95, of the
City of Kennedale Addition. Requested by Ms. Signe Edwards.
Two persons signed in to speak during public hearing one. One, Ms. Signe Edwards, owner of
the property spoke in favor of the zone change, and the other Mrs. Juliette Rainbolt read a letter
from a neighbor in support of the zone change. Ten letters from surrounding property owners
were presented to Mayor Wright in support of the zoning classification to Agriculture District.
Mayor Wright closed public hearing one at 7:34 p.m. and entered into public hearing two.
PUBLIC HEARING NO. 2 - To receive citizens comments on a proposed Ordinance amending
Article VIII of Chapter 11 of the Kennedale City Code (1991), as amended, Regarding Sexually
Oriented Businesses; By Amending Definitions, By Amending Provisions Regarding Location,
Nonconforming Uses, Licenses, Denial, Suspension, or Revocation of Licenses, and Appeals.
No persons signed in to speak for or against the proposed Ordinance amending Article VIII of
Chapter 17 of the Kennedale City Code (1991), as amended.
Mayor Wright closed public hearing two and entered into public hearing three at 7:35 p.m.
PUBLIC HEARING NO. 3 - To receive citizens comments on a proposed Ordinance amending
Article VI of Chapter 17 of the Kennedale City Code (1991), as amended, The Comprehensive
Zoning Ordinance of the City of Kennedale, By Providing for the Extension of the Business 287
Overlay District upon Annexation and Prohibiting Sexually Oriented Businesses within such
District; Creating an Interstate 20/Loop 820 Overlay District; Providing Land Use Regulations for
Sexually Oriented Businesses; and Revising Regulations Pertaining to Nonconforming Uses.
No persons signed in to speak for or against the proposed Ordinance amending Article VI of
Chapter 17 of the Kennedale City Code (1991), as amended.
