02.24.2000 CC Minutes - SpecialMINUTES OF KENNEDALE CITY COUNCIL SPECIAL MEETING -FEBRUARY 24, 2000 401 N. CHITWOOD ST. - KENNEDALE POLICE DEPARTMENT CONFERENCE ROOM Mayor Wright called the meeting to order at 6:32 p.m. 2444 Members present: Mayor Wright, Councilmembers Clark, Hoover, Barrett, Vaughn, and Kovach. Members absent: None Staff present: Ted Rowe, Kathy Turner, and David Geeslin. ITEM NO. 1-Consider approval of contract with Innovative Transportation Solutions, Inc., to evaluate safety concerns on Pennsylvania Avenue and amendment of budget. Councilmember Kovach moved to approve the contract with Innovative Transportation Solutions, Inc., to evaluate safety concerns on Pennsylvania Avenue and approval of a budget amendment to transfer $5,600 to the Street Budget to cover the cost of this project, seconded by Councilmember Vaughn. Motion carried. ITEM N0.2 -Workshop regarding revised Comprehensive Land Use and Thoroughfare Plan for the City of Kennedale. Mr. Barry Hudson representing Municipal Planning Resources Group, Inc. was present and briefed council on proposed changes to the Comprehensive Land Use and Thoroughfare Plan as presented by the Planning and Zoning Commission. Discussion then followed with a consensus from Council to remove divided medians from the proposed plan and the Kennedale Motor Entertainment District, as well as the text in the Plan that refers to such. Council suggested that the zoning for the KMED District be replaced as commercial with a linear park surrounding it. Concern was also expressed with safety crossings of the bike trail at the Southeast portion of the city. Another workshop was scheduled for March 9, 2000 to review the proposed changes. ITEM N0.3 -Workshop regarding changes to the City's Sexually Oriented Business Ordinance, as well as changes to the Zoning Ordinance. Council reviewed two proposed ordinances that pertain to amending the City's current zoning ordinance to extend the Business 287 Overlay District to include areas recently annexed along Business 287, and an ordinance that relates to Sexually Oriented Businesses. After considerable discussion, council recommended that language be incorporated into the ordinances that address displays, and signage language. It was requested that the ordinances with additions be presented before Council during a workshop prior to the regular meeting scheduled for March 9, 2000.
