02.16.2000 CC Minutes - Special2442 MINUTES OF KENNEDALE CITY COUNCIL SPECIAL EMERGENCY MEETING FEBRUARY 16, 2000 - 6:00 PM 401 N. CHITWOOD ST. - KENNEDALE POLICE DEPARTMENT CONFERENCE ROOM Mayor Mark S. Wright called the meeting to order at 6:00 p.m. Members present: Mayor Mark S. Wright, Councilmembers Clark, Hoover, Barrett, Vaughn, and Kovach. Staff present: City Manager Ted Rowe, Officer Bruce Lancaster (Code Enforcement), and Building Inspector Grant Bell. ITEM NO. 1 -Consideration of dilapidated structures located at 6717 and 6721 Oakcrest Drive West, Kennedale, Texas 76060, identified as Block 7, Lots 17 and 18, Oakcrest Addition. Mr. Samuel L. Simpson, owner of the property under consideration, arrived several minutes after the meeting began but was present during the entire discussion. Officer Lancaster furnished photographs of the property both before and after extensive cleanup efforts with specific views of the structures. He also briefed Council on the extensive process of notification involved including ahand-delivered notice on February 2, 2000, which directed demolition within ten days due to a "Safety Hazard" status having been assigned by the Building Inspector. Officer Lancaster also stated that no work had been done to demolish the structures as of this date. Mr. Grant Bell briefed Council that his inspection of the structures indicated that they should be abated as soon as possible. Mr. Simpson asked Council for additional time due to having the flue which had prevented him from working on this issue. After considerable discussion, Mr. Simpson agreed to accept the time limits established by Council in the following motion by Councilman Clark, second by Councilman Kovach, that the structures must be demolished no later than 8:00 a.m., Thursday, February 24, 2000, and all debris, trash and vehicles must be completely removed from the property no later than 8:00 a.m., Saturday, March 25, 2000. All voted in favor. Councilman Kovach then moved that if the structures were not demolished by 8:00 a.m., February 24, 2000, or the property was not completely cleaned-up by 8:00 a.m., March 25, 2000, the City would complete the necessary work and bill Mr. Simpson as provided in the City Code. Second by Councilman Barrett, motion passed unanimously. Mr. Simpson thanked Council. Mayor Wright entered into executive session at 6:32 p.m. ITEM N0.2 -Executive Session The City Council met in closed session to deliberate the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee, per Section 551.074, Texas Government Code. Mayor Wright reconvened into open session at 6:49 p.m. ITEM N0.3 -Action on executive session, if necessary.
