MINUTES OF
KENNEDALE CITY COUNCIL
SPECIAL MEETING -AUGUST 28, 2001
405 MUNICIPAL DR. -COUNCIL CHAMBERS
Mayor Wright called the meeting to order at 7:05 p.m.
Members present: Mayor Wright, Councilmembers Clark, Barrett, and Kovach. Councilmember
Vaughn arrived at 7:30 p.m. Councilmember Hoover arrived at 7:45 p.m.
Members absent: None
Staff present: Ted Rowe, Margaret Eichelberger, LiJen Lee, David Geeslin, David Arnold, John
LaPorte, Dave White, Mike Hamilton, and Millie Wells.
A. PUBLIC HEARINGS
1. To receive citizens input on the proposed budget for Fiscal Year 2001/2002.
City Manager, Ted Rowe provided a short briefing regarding the proposed 2001/2002
budget.
Mrs. Fern McKinley who resides at 716 W. Mansfield Highway registered against the
proposed budget.
2. To receive citizens input on the proposed tax rate of $0.692500 per $100 of taxable value.
City Manager, Ted Rowe provided a breakdown on the proposed tax rate.
Mr. Everett Head who resides at 1209 Swiney Hiett Road registered against the proposed
tax rate. He requested that Council find a way to lower the proposed rate and inquired on
the steps of a rollback election.
Two additional persons registered against the proposed tax rate, but chose not to address
Council. They were Mr. & Mrs. Jerry Miller who reside at 809 Shady Creek.
Mayor Wright recessed the meeting at 7:25 p.m. and reconvened into the workshop at
7:34 p.m.
B. WORKSHOP
1. Discussion and overview on proposed budget for Fiscal Year 2001/2002.
Council discussed raising court citation fees, un-funded items per department, ambulance
fund, capital projects in the general fund.
Next, the water fund was reviewed. Outsourcing water billing was discussed, as well as,
increasing water/sewer rates in order to help pay for the SIB loan, increased sewer rates
from Arlington, and capital expenditures.
ADJOURNMENT
Mayor Wright adjourned the meeting at 10:18 p.m.
