KENNEDALE CITY COUNCIL
SPECIAL MEETING -AUGUST 22, 2002

Mayor Wright called the meeting to order at 6:31 p.m.
Members present: Mayor Wright, Councilmembers Clark, Cowan, Barrett, and Vaughn.
Members absent: Councilmember Kovach.
A. REGULAR ITEMS - 6:30 PM
1. Workshop on proposed budget for fiscal year 2002-2003.
Council was provided a reduced overall budget by approximately $63,000, which
provided for parity between police and fire pay scales, allowed for the purchase of an
ambulance, provided for no tax increase, and provided an operational fund balance of
24.5 percent.
In addition, Mr. Miller provided an overview of the budget reflecting aone-cent to three
and ahalf-cent tax increase, which would allow for additional monies to be placed in the
operational fund balance for a healthier reserve.
It was Council consensus to re-address the Economic Development Corporation to seek
partial funding for the purchase of a new ambulance prior to the next regularly scheduled
Council meeting. No other changes were recommended at this time.
2. Consider funding for Shady Creek East monument.
Councilmember Barrett moved to fund $2,500 for Shady Creek East monument, second
by Councilmember Cowan. Motion carried with no opposition.
B. PUBLIC HEARINGS - 7:30 PM
1. To receive citizen's comments on proposed budget for fiscal year 2002-2003.
No persons registered to speak for or against the proposed budget for fiscal year
2002/2003.
2. To receive citizens comments on a proposed tax rate of $0.730000 per $100 of taxable
value.
Mr. Danny Metz of 1211 Peggy Lane, Kennedale, Tx., questioned the reason for the
proposed tax increase. Mayor Wright replied that the rate was just a proposal, and that
Council was facing the need to purchase an ambulance, was looking at funding pay
increases, and looking at increases in hospitalization insurance.
Ms. Renee Cooper of 302 W. Mistletoe Drive, Kennedale, Tx., questioned the $5.00
ambulance membership fee and the service provided. Mayor Wright replied that the City

is looking at absorbing the membership fee in order to fund the ambulance through tax
revenues, which would provide continued service around the clock.
Councilmember Clark advised that the proposed tax rate was a maximum rate that
Council could not exceed, but discussion was continuing on what the rate should be. He
said that if the rate did not go up, alternatives would need to be looked at to fund certain
programs.
C. ADJOIJRNMENT
Mayor Wright adjourned the meeting at 8:31 p.m.
