Mayor Wright called the meeting to order at 6:34 p.m. Members present: Mayor Wright, Councilmembers Clark, Barrett, Vaughn, and Kovach. Members absent: None Staff present: David Miller, Kathy Turner, and legal counsel, Wayne K. Olson. A. REGULAR ITEMS 1. Consideration of appointment to City Council -Place 3. A brief discussion took place with Council scheduling a workshop to interview potential candidates for City Council. B. EXECUTIVE SESSION Mayor Wright entered into executive session at 6:56 p.m. 1. 'The City Council met in closed session pursuant to Section 551.071 of the Government Code for consultation with the City Attorney pertaining to (1) any matter in which the duty of the City Attorney under the Texas Disciplinary Rules of Professional Conduct may conflict with the Open Meetings Act, including discussion of any item posted on the agenda; and (2) litigation, settlement offers, and/or claims. a. Police Department investigation. 2. The City Council met in closed session to deliberate the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee, Section 551.074, Texas Government Code. a. City Manager. C. RECONVENE INTO REGULAR SESSION AND CONSIDER ACTION, IF ANY, ON ITEMS DISCUSSED IN EXECUTIVE SESSION. Mayor Wright reconvened into open session at 7:59 p.m. with the following action taken: Councilmember Vaughn moved to terminate City Manager's Contract for "no-confidence," second by Councilmember Clark. Motion carried unanimously. Councilmember Vaughn moved to appoint David Miller Acting City Manager, second by Councilmember Kovach. Motion carried unanimously. 2840 Councilmember Vaughn moved to not renew Judge Lee's Contract, second by Councilmember Kovach. Motion carried unanimously. Councilmember Vaughn moved to appoint Bill Lane Interim Judge, and Teresa Evans and Scott Brown as Interim Associate Judges, second by Councilmember Clark. Motion carved unanimously. D. ADJOURNMENT Councilmember Barrett moved to adjourn the meeting at 8:10 p.m., second by Councilmember Vaughn.
