AN ORDINANCE ESTABLISHING MAXIMUM SPEED LIMITS FOR OPERATION OF VEHICLES
ON PUBLIC STREETS AND ROADS WITHIN THE CORPORATE LIMITS OF THE CITY OF
KENNEDALE, TEXAS, EXCEPT U. S. HIGHWAY NO. 287; AMENDING OR REPEALING
ALL PRIOR ORDINANCES IN CONFLICT HEREWITH; DECLARING VIOLATION OF THE
SPEED LIMITS TO BE AN OFFENSE PUNISHABLE BY FINE NOT TO EXCEED $200.00
ON CONVICTION; AND DECLARING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF KENNEDALE, TEXAS:
1. This ordinance establishes speed limits for vehicles
on all public streets and roads in the City of Kennedale, Texas, save
and except U. S. Highway No. 287, which shall continue to be governed
by the existing ordinance relating thereto. All ordinances in con-
flict herewith are hereby expressly amended or repealed to the extent
necessary to eliminate the conflict.
2. It shall be unlawful for any person to drive or operate
a vehicle on a street or highway within the corporate limits of the
City of Kennedale, Texas, at a speed greater than is reasonable and
prudent under the circumstances then existing.
3. The City Council of The City of Kennedale, Texas, after
due study and surveys, establishes the speed limits herein set forth
as the prima facie maximum reasonable and prudent speed for the desig-
nated streets, or portions of streets, at the times specified, respec-
tively, and the driving or operation of a vehicle in excess of those
speeds shall be presumed a violation of this ordinance, unless the
person charged therewith discharges the burden of proving a different
speed was reasonable and prudent under the particular circumstances
and conditions.
4. Unless the contrary is indicated by reference to partic-
ular blocks or particular times, the prima facie maximum reasonable
and prudent speeds set forth in this ordinance shall apply to all of
the designated streetsor roadswithin the corporate limits of Kennedale,
respectively, and at all times of the day or night.
5. The prima facie maximum reasonable and prudent speed
upon the following streets and roads, or designated parts thereof,
shall be and is hereby set at 15 miles per hour; as detetuiined by
this City Council:
Arthur Drive;
Bluebonnet;
Bowles Court;
Briarwood;
Clover Lane;
Collett Sublett Road;
Cooper Lane;
Crestview Drive;
Gail Drive;
Harrison Drive;
Joy Lane;
Katie Circle;
Magnolia;
Mistletoe;
Paula Lane;
Peggy Lane;
Shady Lane;
Shady Oaks;
Susan Drive;
Timberline;
True Gunn;
Village Street; and
Woodlea Drive.
6. The prima facie maximum reasonable and prudent speed
upon the following streets and roads, or designated parts thereof,
shall be and is hereby set at 30 miles per hour, as determined by
this City Council:
Averett Road. West - 100 through 700 blocks, inclusive;
Bowman Springs Road, North - 900 and 1000 blocks, on school
days only, Monday through Friday, between 7:30 A.M.
and 4:30 P.M.;
Broadway, East - 100 and 200 blocks;
Broadway, West - 100 through 400 blocks, inclusive;
Calybaite Street;
Cardinal Road, North - 100 through 800 blocks, inclusive;
Chitwood Street;
East 5th Street - 100 block;
Eden Road;
Grapevine Trail;
Kennedale Sublett Road, East - 100 through 400 blocks, in-
clusive;
Kinney Street;
Linda Lane;
Main Street, North - 100 through 300 blocks, inclusive;
Mansfield -Cardinal Road, East - 100 through 1200 blocks, in-
clusive;
Mansfield Avenue;
Mansfield Highway, West - 100 and 200 blocks, on school days
only, Monday through Friday, while the amber signal
light there located is flashing;
New Hope Road, North - 100 and 200 blocks;
New Hope Road, South - 100 through 700 blocks, inclusive;
Short Street;
Spiller Street;
Sulphur Street;
Swiney-Hiett Road, East;
Trent Street; and
Valley Lane.
7. The prima facie maximum reasonable and prudent speed
upon the following streets, or designate parts thereof, shall be and
is hereby set at 35 miles per hour, as determined by this City
Council:
Bowman Springs Road, North - 100 through 1300 blocks, inclu-
sive (except the 900 and 1000 blocks thereof during
school days and hours, as set forth in Section 6
of this ordinance);
Dick Price Road, North - 100 through 800 blocks, inclusive;
Dick Price Road, South - 100 through 600 blocks, inclusive;
Little School Road, North - 100 through 1100 blocks, inclu-
sive; and
Mansfield Highway, West - 100 and 200 blocks (except during
school days while the amber signal light is flashing,
as set forth in Section 6 of this ordinance);
8. The prima facie maximum reasonable and prudent speed
upon the following streets and roads, or designated parts thereof,
shall be and is hereby set at 40 miles per hour, as determined by
this City Council:
Kennedale Sublett Road, East - 900 through 1300 blocks, in-
clusive.
9. The prima facie maximum reasonable and prudent speed
upon the following streets and roads, or designated parts thereof,
shall be and is hereby set at 45 miles per hour, as deteLuiined by
this City Council:
Kennedale Sublett Road, East - 400 through 800 blocks, in-
clusive; and
Mansfield Highway, West - 300 through 800 blocks, inclusive.

10. The prima facie maximum reasonable and prudent speed
upon the following streets and roads, or designated parts thereof,
shall be and is hereby set at 50 miles per hour, as deteLuiined by
this City Council:
Mansfield Highway, East - 400 through 700 blocks, inclu-
sive.
11. The prima facie maximum reasonable and prudent speed
upon the following streets and roads, or designated parts thereof,
shall be and is hereby set at 55 miles per hour, as determined by
this City Council:
Mansfield Highway, East - 800 through 1300 blocks, inclu-
sive.
12. Any person violating the speed limits imposed by this
ordinance shall be guilty of a misdemeanor, and upon conviction, shall
be fined in any amount not to exceed the sum of $200.00, for each of-
fense hereunder.
13. Where no prima facie maximum reasonable and prudent
speed is provided for any street or road within the City of Kennedale
by this ordinance (other than U. S. Highway No. 287), same shall be
30 miles per hour,as specified in Section 166 of Article 6701d,
Texas Revised Civil Statutes.
14. All streets and roads, or parts thereof, assigned a
prima facie maximum reasonable and prudent speed of more or less
than 30 miles per hour,under the provisions of this ordinance, shall
have one or more appropriate signs giving notice of such other maxi-
mum speed, erected at the location thereof along the street or road.
15. Each provision, section, phrase and sentence of this
ordinance is hereby declared to be a separate provision, section,
phrase and sentence or clause, which this City Council would have
passed regardless of the other provisions, etc., hereof, so that any
part of this ordinance unconstitutional or ineffective for any rea-
son, shall not affect the validity of other parts hereof.
16. This ordinance shall be in full force and effect im-
mediately upon its passage and approval, and publication as by law
provided.
