2008_02.21 PZ Minutes957 MINUTES PLANNING & ZONING COMMISSION ~.• FEBRUARY 21, 2008 KENNEDALE MUNICIPAL BUILDING - 405 MUNICIPAL DR. COUNCIL CHAMBERS REGULAR MEETING - 7:00 PM Vice-Chairman Harvey called the meeting to order at 7:00 pm. Members present: Billy Simpson, Kelly Turner, Charles Overstreet, Frank Fernandez, Ray Cowan, Lori Bryan, and Ernest Harvey Members absent: David Hunn and Charles Robeson Staff present: Larry Hoover, Community Development Specialist; James Cowey, Building Official; Bob Hart, City Manager; Ed Barry, City Consultant; and Crystal Tort, P&Z Secretary. Frank Fernandez and Kelly Turner were moved to regular voting members for the purpose of this meeting. A. VISITORS/CITIZENS FORUM No one wished to speak. B. REGULAR ITEMS 1) Approval of minutes: Regular meetings dated January 17, 2008. Mr. Turner made a motion to accept the minutes as presented, seconded by Ms. Bryan. Motion passed unanimously. 2) Presentation by Volunteers of America of proposed development at Bolen Road and Interstate 20. Mr. Cowey introduced Monty Carpenter, Vice President of Volunteers of America and Marty Rader, Realtor for Volunteers of America to the Commission. Mr. Carpenter briefly gave a description of the business and what it entailed. Discussion ensued between the Commission and Mr. Carpenter about the orientation of the business. C. STAFF REPORTS 1) Staff Update on City Projects James Cowey gave a progress report on TownCenter and Rolling Acres Project. Bob Hart informed the Commission that the name for Rolling Acres would be decided at the Park Board Meeting on March 5th and then move forward to the City Council Meeting on the 13th. Mr. ,,., Hart also discussed Oakcrest waste water service issues, in which Council approved an agreement with Fort Worth to allow for a Sewer connection in the Oakcrest area. 958 2) Update of P&Z Action Items ~' No P&Z Action Items went to the February City Council Meeting 3) Governance Guidance Updates A reminder was made to attend a Board Appreciation Dinner on March 27, 2008 at 6:30 PM at Life Fellowship Church. D. WORK SESSION 1) Staff update on Gaming Room Ordinance. Bob Hart notified Commission that no action needed to be taken by the P&Z Board since it does not affect the zoning ordinance, therefore this proposed Ordinance is moving forward to the Council at the March 13th Council Meeting. 2) Discussion of revisions to Zoning Ordinance relative to adding a new Zoning classification of C-0, and/or to permit Conditional Zoning, and/or a new use of PD Zoning, and/or a modified Zoning Classifications. Commission recommends staff to move forward with all four (4) potential changes to the Zoning Ordinance and bring before the Board. 3) Discussion of roles, duties, expectations, and training of the Planning and Zoning Commission members. Bob Hart briefly discussed the training opportunities for Board Members. A more detailed discussion will be conducted at the next P & Z Meeting. 4) To discuss Developer's Guarantees and Maintenance Bonds 5) To discuss possible revisions to the Sign Ordinance 6) To discuss possible revisions to the Zoning Ordinance & Subdivision Rules 7) To discuss Detention/Retention 8~ Storm Water Ordinances 8) To discuss Overlay District Zoning Regulations Ed Barry presented Suggested Revisions to the Existing Overlay Ordinance to the Commission and a lengthy discussion ensued between Mr. Barry and the Board. Commission requested Staff to research the whereabouts of a previously existing Landscaping Ordinance. 9) To discuss Concrete Paved Drainage Channels & Creek Ordinances 10) To discuss Windsor Oaks Development Items 4-7 and Items 9 and 10 were not discussed at this meeting. Mr. Harvey closed the work session at 10:29 pm. 959 E. POSSIBLE ACTION ON WORKSHOP ITEMS No action was taken on the workshop items. F. ADJOURNMENT Mr. Overstreet made a motion to adjourn this meeting, seconded by Mr. Cowan. Motion passed without opposition.
