2007_10.04 PZ Minutes947 MINUTES ' PLANNING & ZONING COMMISSION OCTOBER 4, 2007 KENNEDALE MUNICIPAL BUILDING - 405 MUNICIPAL DR. CONFERENCE ROOM WORK SESSION - 7:00 PM Chairman Hunn called the meeting to order at 7:00 pm. Members present: David Hunn, Charles Overstreet, Ray Cowan, Ernest Harvey, Charles Robeson, Lori Bryan, and Frank Fernandez. Members absent: Kelly Turner, and Billy Simpson Staff present: Bob Hart, City Manager; Larry Hoover, Community Development Specialist; and James Cowey, Building Official. Frank Fernandez was moved to a regular voting member for the purposes of this meeting. A. WORK SESSION Commission to meet with City Manager relative to processes for revisions to the Sign Ordinance, the Zoning Ordinance, the Subdivision Rules, the Overlay District Zoning Regulations, Developer's Guarantees and Maintenance Bonds, and a proposed visual vision meeting. Bob Hart introduced himself to the Commission started a dialog with the Commission regarding the following: • Ordinances -revisions, amount of time taken to change ordinances, outside groups being brought in to revise ordinances that the Commission has been working on for a while, and the necessity of working with business owners to help them succeed in Kennedale. • Governance Guidance Committee - is this an oversight committee or an implementation committee. • Need better communication among the different Boards, Commissions, and Council. • Types of businesses that would be willing to come into Kennedale and what type of business will be supported by our current demographic within the Kennedale Parkway strip. • The build regulations for the Overlay District and the current and proposed ordinance. With the proposed ordinance the building regulations would be so strict that no one would be willing to build within the district. • The possible creation of an Industrial Council. Kennedale has a few very large businesses in the City and we as a City ought to utilize the assets within the industrial base. B. ADJOURNMENT Mr. Robeson made a motion to adjourn the meeting, seconded by Mr. Cowan. Motion passed without opposition. Chairman Hunn adjourned the meeting at 8:37 pm.
