PLANNING & ZONING COMMISSION

REGULAR MEETING - 7:00 PM
Vice-Chairman Hunn called the meeting to order at 7:00 pm.
Members present: David Hunn, Billy Simpson, Erin Barnett, Ray Cowan, Ernest Harvey, Lori Bryan,
and Charles Robeson.
Members absent: None
Staff present: Mark White, Director of Community Development; James Cowey, Building Official;
Larry Hoover, Community Development Specialist; and Lisa Cabrera, P&Z Secretary.
A. EXECUTIVE SESSION
No executive session was called.
B. RECONVENE INTO CHAMBERS
No executive session was called.
C. VISITORS/CITIZENS FORUM
T.J. Gerhard, 1705 Barbados, Arlington, TX addressed the Commission, representing Mocha
Moose Coffee Shop, regarding animated signs in the sign ordinance.
Alfredo Ramiro, 445-D W Kennedale Parkway, Kennedale, TX addressed the Commission,
representing Angela's Mexican Food Restaurant, regarding temporary or message signs in the
sign ordinance.
Elaine Littlejohn, 324 W Kennedale Parkway, Kennedale, TX addressed the Commission,
representing Aunt Lanie's Restaurant, regarding message signs or allowing balloons, etc for open
houses or grand openings.
D. STAFF REPORTS
Mr. White updated the Commission regarding the impact fee update, Beacon Hill Phase II, Building
Permits, Amusement Center, and the XXX Sign being taken down.
E. WORK SESSION
1) To discuss possible revisions to the Sign Ordinance
2) To discuss possible revisions to the Zoning Ordinance ~ Subdivision Rules
3) To discuss Detention/Retention & Storm Water Ordinances

Chairman Hunn would like to rewrite the sign ordinance and then present it at next month's meeting so
that the Commissioners can work it out amongst themselves.
Mr. Robeson voiced his opinion that he liked the visual representation of signs from the other cities
and would like to see that incorporated into our ordinance. He is feels for the business owners that
spoke during the visitor's forum, but at the same time the ordinance must have consistency throughout
and try to help the businesses as much as possible. He would like to take time and build a good
ordinance.
Mr. Simpson is in the opinion that the setbacks are unreasonable.
Mr. Harvey thought Keller was the best read of all the sample ordinances. He does not understand
why we address copy size. We need to address display cases in our ordinance. All three examples
that staff presented to the Commission and several other examples that he looked at had concerns
with animated signs. Commission might consider balloons on a temporary basis.
Mr. Barnett feels that the setbacks are horrible and the sizes of signs that are allowed are too small.
Animated, balloons, spot lights, and the like should be considered on a temporary basis. We need to
be more flexible in order to keep up with technology so that we might let our business' make some
money in our city.
Mr. Cowan thinks that allowing balloons and various other items of the like on a temporary or
promotional basis would not be a bad idea. We, as a City, should be helping the business owners as
much as we can.
Ms. Bryan looked at where Kennedale has been and where would we like to go and construct a sign
ordinance accordingly. She likes the Burleson ordinance with the graphics. Questions why no
provision for builder signs and if the City does not want to allow for builder signs then maybe we could
make a provision for kiosk builder signs that the City makes revenue on.
Chairman Hunn made references to the allowance of school signs like scoreboards and message
signs for the school.
A discussion was held among the Commissioners regarding the builder directional signs. There was a
mixed feeling on the Commission on the allowance of these signs. The problem with these signs is
other signs generally get mixed in with these signs and they do not get picked up. The members of
the Commission feel that there is a safety issue with these signs on our narrow streets with no
sidewalks and bar ditches, but Mr. Robeson pointed out that if we want our subdivisions to fill up with
new residents then the signs are a necessary evil.
Frank Fernandez, 911 Shady Vale, Kennedale, TX addressed the Commission regarding garage sale
signs and builder signs and the regulations for the garage sales and the garage sale signs are
enforced more strictly than any other sign regulation in the City.
Discussion ensued among the members of the Commission and City Staff regarding non-conforming
signs and signs at the school districts.
Patrick Vader, 801 Pennsylvania, Kennedale, TX addressed the Commission regarding School Signs.
Mr. Cowey addressed the Commission with current issues that the staff faces with the current sign
ordinance, such as message boards, sandwich signs, and limits on the number of signs that a
business is allowed to have.

Mr. Barnett asked that the staff add temporary storage buildings to the list of workshop items; he does
not feel that we are keeping with the times by not allowing the temporary moving storage buildings
such as PODS and the like within the City.
Mr. Hunn would like to be updated with the action that the City Council takes on cases and the like
that is sent to them from the Commission.
F. POSSIBLE ACTION ON WORKSHOP ITEMS
No action was taken on the workshop items.
G. ADJOURNMENT
Mr. Barnett made a motion to adjourn the meeting, second by Mr. Simpson.
Motion passed with no opposition.
Chairman Hunn adjourned the meeting at 8:24 pm.
