2006_09.21 PZ Minutes897 MINUTES ' PLANNING & ZONING COMMISSION SEPTEMBER 21, 2006 KENNEDALE MUNICIPAL BUILDING-405 MUNICIPAL DR. COUNCIL CHAMBERS REGULAR MEETING - 7:00 PM Chairman Miller called the meeting to order at 7:01 pm. Members present: Billy Simpson, Harvey Long, Charles Robeson, Lori Bryan, Ernest Harvey, Jerry Miller, and Erin Barnett. Members absent: David Hunn and Ray Cowen Staff present: Mark White, Director of Community Development; James E. Cowey, Building Official; Mike Soab, Economic Development Director; and Lisa Cabrera, P&Z Secretary. A. EXECUTIVE SESSION No executive session was called. B. RECONVENE INTO CHAMBERS No executive session was called. C. VISITORS/CITIZENS FORUM No one wished to speak. D. PUBLIC HEARING 1) Case #PZ 06-07 to receive citizen's comments regarding a request for rezoning of Tract 3D01 being 1.65 acres of land situated in the Jesse B Renfro Survey, Abstract 1260 as described in a deed recorded in Volume 7356, Page 1721 of the Deeds of Records of Tarrant County and Tract 3D being a part 8.71 acres of land situated in the Jesse B Renfro Survey, Abstract 1260 as described in a deed recorded in Volume 1805, Page 13 of the Deed of Records of Tarrant County, being in the City of Kennedale, Tarrant County, Texas. The property is located at 337 Kennedale Sublett Road. The zoning at the present time is "AG" (Agricultural) and is proposed to rezone to "R-2" (Single Family Residential), as requested by Jay Childs and Dietz Engineering. Case was withdrawn by Applicant. E. REGULAR ITEMS 1) Approval of minutes: regular meeting dated August 17, 2005. Mr. Simpson made a motion to approve the minutes as presented, seconded by Mr. Long. The property is located at 337 Kennedale Sublett Road. No action taken or required on this case due to the applicant withdrawing his request. 3) Consider time extension for the Preliminary Plat effective period for applying for a Final Plat for Falcon Wood Estates Phase II in accordance with City Code Section 17-229. A brief discussion was held by the Commission and then a motion was made by Mr. Robeson to extend the Preliminary Plat for six (6) months, seconded by Mr. Harvey. Motion passed unanimously. 4) Presentation by Economic Director, Mike Soab, regarding Town Center Concept and other economic development activities. Mr. Soab made a presentation to the Commission with an idea of creating a Town Center in Kennedale in and around the City Hall Complex that would incorporate commercial and residential districts co-existing together in one overlying district. No action was required for this item. 5) Discuss Impact Fee Advisory Committee Schedule and Committee Membership. Mr. White explained to the Commission that one of the duties of the Planning & Zoning Commission is to serve as the Capital Improvements Advisory Committee and a requirement of this committee is that a member must be a "representative of the real estate, development, or building industry who is not an employee or official of a political subdivision or government entity". Ms. Bryan informed staff that she was a Real Estate Agent and as such would satisfy that requirement and would be willing to serve on the Committee in that capacity. Staff will forward this recommendation to the City Council for appointment. F. STAFF REPORTS Mr. White presented the Commission with an update on Windsor Oaks Final Plat, Brookstone Phase II, and Zone Change on Harper Property being tabled by Council, Library updates, and drainage issues throughout the City. Chairman Miller closed the regular session of this meeting and opened the work session at 8:28 pm. G. WORK SESSION 1) To discuss possible revisions to the Zoning Ordinance 2) To discuss Sub-division Rules 3) To discuss required Yard Setbacks for Residential Zoning Categories 899 [1 4) To discuss Overlay District Zoning Regulations 5) To discuss Conservation District 6) To discuss Planning & Zoning Agenda and Meeting Format 7) To discuss Concrete Paved Drainage Channels 8) To discuss possible revisions to the Sign Ordinance 9) To discuss possibly adopting a Creek Ordinance 10) To discuss Sidewalk Ordinance The members of the Commission and the staff discussed the wording of the Sidewalk Ordinance. A few things the Commission would like to see in this ordinance is the wording any new primary construction within the City, the option of putting in a sidewalk or paying a nominal fee, if it is not feasible to install a sidewalk then it would not be required, and the City would be responsible for the maintenance. H. POSSIBLE ACTION ON WORKSHOP ITEMS Chairman Miller requested to Mr. White to send the Sidewalk Ordinance back to the City Attorney with the additions stated above. The Commission would like to start the Work Sessions at 6:30 pm and would like to invite Mr. Soab back in December. I. ADJOURNMENT Mr. Long made a motion to adjourn the meeting, seconded by Mr. Simpson. Motion passed with no objections.
