MINUTES OF THE SPECIAL MEETING OF THE
CITY COUNCIL OF THE CITY OF KENNEDALE, TEXAS,
ON, MAY 18, 1951.
1. The meeting was duly called to order at 8x00 P. M. by the Mayor.
Upon a roll call of councilmen, Gouacilmen Evans, Turner, Winters, Middleton,
Morris and Mayor Webb were present, all councilmen, including Mayor, having
signed and'; executed a waiver of notice of this said meeting, the same being
called for the purpose of acting upon a resolution to determine whether or not
a water bond election would be called in the City of Kennedale, Texas.
2. Upon motion duly made :.: by Councilman Evans and seconded by Council-
msa Turner, the following resolution was adopted by the following vote, to-wits
In favor of the said resolution: -Councilmen Evans, Turner, Winters, Morris and
Mayor Webb; Voting against the said resolution: None; and abstain;n9 and not
voting: Councilman Middleton.

CALLING AN ELECTION ON THE QUESTION OF THE ISSUANCE OF ~b5,000.00
WATERWORKS SYSTEM RE"VEI~tTE BONDS. AND ON THE QUESTION OF THE ISSU-
ANCE OF X65,000.00 WATERWORKS .SYSTEM BONDS.
WHEREAS, the City Council of the City of Kennedale, Texas, deems
it advisable to issue the bonds of the said City for the purposes
hereinafter mentioned;
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF F~IEDALE,
TEXAS.:
1. That an election be held in said City of Kennedale, Texas,
on the 9th day of June, 1951, at which election the following pro-
positions shall be submitteds
PROPOSITION N0. 1
t~Sha11 the City Council of the City of Kennedale, Texas, be
authorized to issue the bonds of said City in the amount of
~b5,000.00, maturing serially in such installments as may be fixed
by the City Council, the maxi~mun',maturity being not more than Forty
(1.~0) years from their date, bearing interest at a rate of not to
exceed Flue (5~) per cent per annum, for the purpose of constracting
a Waterworks System for said City, to be' issued in accordance with
and secured in the mannerkprovided in Articles 1111-1L18, both in-
clusive, of the Revised Civil Statutes of Texas, 1925, as amended,

each bond to be conditioned that the holder thereof shall never have
the right to demand payment of said obligation out of funds
raised or to be raised by taxation, secured by a pledge of the
net revenues from the operation of the Cityt s Watert~torks System.. tr
PROPOSITION N0. 2
"Shall the City Council of the City of Kennedale, Texas,
be authorized to issue the bonds of said City in the stmt of
X65,000.00, maturing serially in such installments as may be
fixed by the City Council, the maxim,nn mattu~ity being not more
than Forty (1N0) years from their date, bearing interest at a rate
not to exceed Five (5~) per cent per anntm~, payable annually or
semi-annually, and to levy a tax sufficient to pay interest as it
accrues and principal as it matt:.res on said issue of bonds, for the
purpose of constructing a Waterworks System for said City, as
authorized by the Constitution and laws of the State of Texas."
2. That said election shall be held at the City Hall, within
said City, and the following named persons are hereby appointed
directors of said election, to-wit:
J. C. Foust, Presiding Judge,
Sue Williamson, Judge,
Allene Langford, Clerk,
Elvis Warren, Clerk.
3. The said election shall be held tinder the provisions of
Chapter 1, Title 22 of the Revised Civil Statutes of 1925, as
amended, including the provisions of Article 70~., as amended by
Chapter 382, passed at the First Called Session of the Forty Fourth
Legislature, and only legally qualified electors who otAm taxable
property in the City and who have duly rendered the same for
taxation shall be qualified to vote.

thereon the following:

Each voter shall mark out with black ink or black pencil one
of the above expressions on each proposition, thus leaving the other
as indicating his vote on such propostitions.

5• A substantial copy of this resolution signed by the Mayor
of said City and attested by the Gity Secretary shall serve as
proper notice of said election. Atotice shall be given ixi accor-
dance with Article 704, Revised Civil Statutes of 1925, as amended
by Chapter 382, passed at the First Called Session of the Forty
Fourth Legislature, supra. The Mayer is authorized and directed to
have a copy of said r~tice posted at the City Hall and at two other
public places within said City not less than fifteen days prior to
the~date fixed for holding said election. He shall also cause said
notice to be published on the same day in each of two successive
weeks in a newspaper of general circulation published within said
City, the date of the f3.rat,p:tblication to be not less than fourteen
days prior to the date set for said election. Except as otherwise
provided in said Article 704, as amended, the mariner of holding said
election shall be governed by the laws goveri~ing general. elections.
3.~ Councilman Middleton subm3.tted to the City Council his resignation as
a mea-ber of the City Council. The same was received aad filed and is herewith
attached.
4. Upon motion duly made, seconded and carried, the meeting adjourned
at 9:30 P. M.
