12.10.1964 CC Minutes326 RBGULAR MBfiTING OF THE KSNNEDALB CITY COUNCIL ~DBCSMEBR 10, 1964 The meeting was called to order by Mayor Webb at 7s45 PM, with Councilman L. V. Flake leading in prayer. Other Councilmen pre- sent were Roy L. Vick, H. L. Hatton, and Paul Winters. The only member being absent ~-as Councilman Helm. The minutes of the last regular meeting were read and approved. 1. James A. Arthur came before the Council and presented the City with a deed to a tract of land in the Crestdale Addition for park and recreation purposes. Hearty thanks from all memb ers of the Council were expressed. 2. Mr. McKinl ey, from McKinl ey Trailer Park, requested that the Council establish a regulation fee of $100.00 per year instead of the monthly payments of $2.00 per trailer municipal charge that is now being paid. The Council agreed t® discuss this matter at a later time. 3. This being the first night for the Council to meet in the new chambers, pictures were taken of the new quarters.- 4. A decisdon was made to reset the public hearing of Resolution #64-5 to annex properties mentioned in prior minutes. The Council agreed to discuss the matter at the next regular meeting January 14, 1965. 5. cart fradford presented a proposal to aid the City in a planning assistance program. Thle Council resolved that the City of Kennedale employ Morris Parker Associates as~consultants to make studies and develop a comprehensive p~~n for Kennedal a in accordance with their submitted proposal; subject, however, to the approval of such a pro- posal by the necessary state and federal agencies to qualify for federal aid as set forth in the proposal. Motion was made by Council- man Vick and was seconded by H. L. Hatton. Motion carried. ~ 6. Paul Winters made the motion to adopt Resolution #64-6 making application t© t1~h Mate Health Department for planning services in- cluding federal aid of $5,052.00.- L. V. Flake made the second. The motion oarried. 7. sill Cromer and members of the fire department displayed the nea fire coats and expressed their appreciation. 1 1 8. Chief Halverson brought to the attention of the Council that the police department work all holidays such as Christams, Thanksgiving, and New Years and that the office personnel get these days off. He asked if the personnel assigned to the police department could add these days to their vacation or get time off for the days they work during holidays. He also expressed his opinion about being displ eased with the personnel in his department. An agreement was reached to give him complete authority to make any necessary changes to meet with his approval. 9. Mayor Webb recommended that Pete Kirkpatrick and Karl Halverson be considered for a raise in salary. H. L. Hatton made the motion that $10.00 pez weds be given to each, beginning with a gift for Christmas in that amount with a letter of appreciation from the Council. Joe A. Long was to be treated in the same manner in the amount of $5.00. All other employees are to receive a etter of appreciation with a gift of ,55.00. L. V. Flake seconded the motion. r The motion carried. 10. The Council agreed to discuss renewing Jim Moore's•contract with the City January 14, 1965. . 3~7. 11. Paul Winters made the motion to send letters of appreciation to James A. Arthur for the gift of land and to Dave Sennett for print- signs and the name plates for the new-council room. He also request-. ed that Haynie's Cabinet Shop be sent a letter of appreciation for donating the name plaques. He requested that 1 etters of invitation be mailed to the tax roll asking them to visit with the personnel and see the new council room., that has been added to the building. H. L.
