The meeting assembled at 7:30 Pb', with Mayor Webb asking Council-
. man Leota Flake to pronoruice a±he invocation. Three other Coun-
cilmen were present, John J. Biondi, Jr., E. !1. Gilmore, and H.
L. Hatton. Mrs. Evelyn Blissard was the only absent r.~en~oer.
1 . Mayor Webb expla.ir,ed that the meeting was called fc~r tf~e pur-
~~ pose of acting upon the Zoning Board's decision to rnzono Lot 1-A-1
Qf the E. C. Cannon Survey from C (Light Industry) to D (Heavy
Induutry).
2. Mr. Wilmoth, of the Tri State Foundry carne before the Council
to explain that he was surprised at the objectio;is that had been
raised against the type of business he planned to operate, be-
cause there would be no great amount of unpleasantness either in
~ appearance or odor two or three hundred feet from the plant. f-ie
doesn't believe that anyone will be inconvenienced or di~corrfort-
ed from his operation which will primarily b e of aluminum. ffe
stated that his only reason for wanting to settle hEare was because
of the availability of the building and the price was right.
~ 3. Steve Radachovich explained to the Council that he 1^iad no ob-
jections to industry, but felt we should entice a b etter type of
industry. He also stated that the property had already been zoned
to protect the adjoining property owners prior to this date and
felt that it should be 1 eft as such. He asked tl-~e Council to con-
sider the danger of sawdust on one side and butane on the op~-.b-•
site side; also that the foundry would pollute the air and cause
respirtory illness. He wished the Council would consider that 90%
of the personnell would make less than $1.50 per hour and that
this type of business would breed like business.
4. Sherman Bruce complained that he had a new home in that area
Gand that he didn't wish to have it polluted wits rriagnesium fumes
fIe also stated that the effects of the rnayr~esiunr would deteriate
the building; and that he thought since we have one such plant
on the opposite side of town that eve shouldn't plar_e one orr this
end too.
5. Councilman. Hatton ask Mr. Bruce if fie wasr:'t aware that when
he built his new home that it was i.~ a comr,,ercial zone. He ans-
wered affirmitively.
6. Mr. Tyson asked the Council to consider that he ha.d struggled
28 years to establish his business and had invested the bigger
part of his time and life's savings in the ten acres he had ac-
quired and did not wish it to be destroyed.
7. Mr. Barton stated that his only interest was that the houses
that he owned in that vicinity be protected from devaluation.

8. Councilman Gilmore asked Mr. Wilmoth if he would consider sign-
ing a contract td tt~e~_effect that ho would not ugrow beyorrd 3 mag
pots.
9. Mr. Tyson stated that if he would sign to that effect that all l
the interested parties would be willing to go home, but he knew
if hP was established that he would grow more and more.

10. btr. Wilmoth informed the Council if he signed such an agree-
ment that he could increase the size of the pots to equal the out-
put that he would need.
I1. After this lengthy discussion both pra and cor, Mr. Webb stat-
ed that the interested parties would be notified a~ to the Council's
decision.
Z2. Jotin J. Biondi, Jr. made the motion to let Estes Service Co.
have a 10 year franchise on the City's garbage collection. E. A.
Gilmore made the second and the motion carri?d unanimou5l:y.
13. Batton made the motion to accept the Zoning Board's decision
to rezone Lot 1-A-1 of the E. C. Cannon Survey. The motion died
on the floor for the lack of a second.
