03.09.1967 CC Minutes3 84~ `2E~LJL~-1R MEETING C'F THE KEi~?NED:~LE CITY COUNCIL h1ARCH 9 , 1967 The meeting was assembled at 7:52 PM with Mayor Webb presiding. Mrs. 3lissard, Don T. Lyon, Cecil W. Lyon, Bobby Vaughan and John 3. Biondi, Jr wore present. 1. Mrs Charles Thornton, a resident living on :North Road 2033, com- nlair.ed at great length about water overflowing onto her property. She indicated that some property adjoining her had undergone some, changes that she believes has contrhuted to the i~icrease of the over`low. She also stated tl'iat she hacl co.;~ulte~c? the County in hope of securing aid from. that source, but was told she would need the City of Kertr;edal P' s per.,:issior; before that ccsuld be done. h:'en;bers of the Council agreed to meet at her place and examine the possibilities of offering some relief to the situatioli. She was told that tYroy we>uld notify her of the time. 2. John J. Biondi, Sr. , T. C. Clary, and I-i. C. ~iornbeck were present in behalf of the Kennedale Lions Club, to proposg they donate their equity in the property and the building on New Hope Road with the City assuming the indebtedness of $3,7.91.21. They wished to reserve two days per month free of rental charges for the puxpose of their regular meetings. They mentioned that the name coulc possibly be changed, makir:g it a Business man's Club. Don T. Lyorr made the motion the City accept the gift, giv- ing them two days meeting privileges per month with the City assuming the balance of the indebtedness, pending that no legal impediment pre- vented such action. Cecil Lyon made the second and it carried unanimous- ly. The Council agreed as long as the Club was in existence the two day privileges would be honored, but or:ce it had disbanded, they would not be able to resume the meetings at a later date on the same basis. 3. Messers f-taley and Serenet, executives from Texas Bronze, were present ir; repi}~ to the Attorney's letter concernirrg the odor and debris at the plant. They explained that their trash service had beer. far tao inade- quate in the past but had recently engaged a neti* servioc-~ and felt that conditions would be improved in that respect. As far the odor they ex- plained that as far as they knew, not too much could be done to prevent it, but that the State Health Department had made previous surveys there ahd fow~d nothing that would be ir.urious to the citizen's health; and if the Council cared to check with Dr. Harris, they felt sure they could see the records. They explained that the odor came from the chemi_try of the operation and was actually not a smoke or ashes as assumed. Mr. Haley explained that he had not received previous complaints sent from the City, but that he would cooperate with officials to pacify x,t.~?~?lic opinion, The Council. expressed their appreciation and explaine~°"ghat tr.eir business was an asset to the City and was needed and wanted. 4. Mr. Winn and Bob Harvey presented a prelirinary plat from Estes & Rose Surveys out on New Hope Road. Quite a discussion occurred over the water and sewer being supplied for the project. No definite decis-• ior: was reached, however the Council agreed to approve the plat and ex- pressed their desire for the development. 1 5. Don h]eyers, who operates a waste disposal pick up service, explained that in the evert the franchise with Estes Service Co. was severed, he would like very much to be considered for the new contract. The Council agreed since his service in the past had beer, very satisfactory, that he would be given every consideration and they would keep in touch with. hin; about the matter. He proposed to work on the basis of 86°0. 6. Members of the Coe~rtcil asked Mr. Kirkpatrick if a load or so of grav- el might be hauled by the City to help repair the street by the new 38~ school. Mr. Kirkpatrick agreed to do his best with what he had to do with. 7. Mr. Mitchell asked the Council to reconsider the sale of the old Police car as he felt that it was needed on different occasions. The Council felt that the insurance and upkeep exceeded what the City could afford. 8. John J. Bion~Ii., Jr. made the motion to pruchase a copy machine for the City. Bobby Vaughan made the second and it carried unanimously. 4. The mayor explained that he had been approached by blr. J. W. Stanley asking that he be given permission to place a trailer house on pro:~erty that he had purchased from Ray Swiney, declaring that later he would build a permanent home. Evelyn Blissard made the motion to accept the proposal provided it meets with the City's specifications. John J. Biondi,. Jr. made the second and it carried unanimously. 10. Don Lyon made the motion the City pay the Fireman's insurance liability in the amount of $131.00. Bobby Vaughan made the second and it carried with a unanimous vote.
