Mayor Webb being absent, the Mayor Pro-T em Johr. J. Biondi, Jr. called the
meeting to order at 7:40 PM. Other Council members present were Mrs. Evelyn
Blissa,-~3, Don T. Lycra, Cecil Lyon and Bobby Vaughan.
1. The minutes from the two previous meetings were read corrected and approv-
ed .
2. hir. Cole, a resident living directly accross from Texas Bronze, complained
at great length about the residue forming on his car and property that comes
from the Bronze Plant. He also asked assistance in prohibiting the litter-
ing of his propert~_,• with lunch papers and cement sacks along with other debris
from the plant. He stated that he was willing to consult crank Coffee to fee
what could b e accomplished. Mr. Marshall agreed that might help and in the
meantime he would write them another letter while waiting for the State itealh
D epartment to help out in the matter.
3. A motion was made by Bobby Vav3han to adopt Resolution x`66-1 relative to
holding the City election Tuesday April 4, 1967 for the purpose of electing
three City Council Ntembers and to appoint the following persons managers of
the election. Mrs. Ida Flake presiding Judge, Mrs. Nettie Vick assistant
Judge, Mrs 1•iazel Bulin and Mrs. Mae Moore as clerks. Don T. Lyon made the
second and the motion carried unanimously.
4. Relative to the Lone Star Gas Franchise, Cecil W. Lyon made the motion to
raise the percentage of the Street and Alley Rental from 2;b trs 37. M.rs.
w elyri Llissard made the second and it carried unanimously.
S. Don Lyon made the lotion to adopt Ordinance #67-3 declaring gas bills rend
eyed after March 1, ?967 would be adjusted to higher rates for residential
and commercial consumers within the City limits of Kennedale, Cecil Lyon made
the second and it carried with a unanimous vote.
6. Don Lyon made the motion to adopt Ordinance #67-4, the previously pro-
posed Ordinance concerning the wrecker service and having the establishments
acquire permits. Mrs. Evelyn Blissard made the second and it carried. The
Council agreed to give the businesses a,thirty day grace period to ab-
tair.the permits.
7. Larry Young inquired of the Council what could b e done about changi;~g the
speed limit on Bowman Springs Road. Mr. Marshall, after consulting an Ord-
inance passed previously, informed r1r. Young that in that particular area,
all that would be needed was to change the signs.
8. Teh Council off eyed several suggestions for patrolmen during school cross-
ing times asking officers to double the du±y at rhos particular times and to
askD.r. Hortgn's permission to use patrol lboys~as an aid to the school child-
ren's sa`ety.
9. bir. Kirkpatrick was asked to check into the condition of the street around
the new school and see what could be done about repairing and paving it. tie
agreed to consult Mr. Arthur the don~cli of the land.
10. Don Lyon made a motion to adjourn and Mrs. Blissard made the second. The
council adjourned at 9': SS PM.
11. Mr. Kirkpatr'2ck aslx that the Council furnish the active volunteer fireman
with free water. The Attorney informed them according to our agreement of
the Revenue Bonds we would b e unable to donate water. Don Lyon asked for
time to consider this proposal. Mr. Kirkpatrick then asked to talk with

the Council privately. At that time the City Secretary and the Attorney left
