Regular Meeting Of The Kennedale City Council
December 12, 19(~
Mayor Pro-Tem Lyon called the meeting to order at ?:35 in the absence of Mayor
Webb. Council members present were W. C. Kirkpatrick, Charles Knotts, J. H.
Martin, and H. L. Hatton.
The minutes from the previous meeting were read and approved.
Mr. Bock, President of the Lions Club, with Paul Winters came before the Council,
stating since the Lions Club had transferred the Lions Bldg. to Kennedale, it
had been roughly treated. And, thought would b e advisable to have a patrol-
man to walk through the building every 15 or 20 minutes when they have dances.
Mr. Winters recommended the Council appoint a committee to check the building
when anyone uses it; they were advised the Teen Club had abandoned due to lack
of enough chaperons. Mayor Pro-Tem Lyon suggested to have a private organi-
zation to check the building and thought the Lions Club would be a good organi-
zation for this. Mr. Bock and Mr. Winters then thanked the Council and left
the Council Chambers.
Mr. Cole was present to complain about the odor, smoke, and trash from the
Texas Bronze and asked the Council to take action in this matter. He presented
some pictures of how dense the smoke was. Mayor Pro-Tem Lyon advised him we
had the State and County Health Officers some time back to check in to the
situation. He then asked Mr. Marshall to write them a letter of warning and
enclose a copy of 68-10 providing Air Polution Control, and then if they did
not comply, further action would be taken.
Mr. Arabogast came before the Council in regard to the Zoning in the Wood
Survey, stating there was a metal building there and he wanted to add ~bo~it
40 or 60 feet and have a Cabinet Shop, Plumbing Shop, and possible Electrical
Shop. Mayor Pro-Tem Lyon advised him we were in the process of new zoning,
but since he was leaving the City and would have to know by Fr~E~day, to go
by Parker Associate as they had the maps and see if he could ascertain
from them how this was going to be zoned.
Mayor Pro-Tem Lyon read letter from Barton Horton, Superintendent of Kennedale
Independent School, stating the City had in years passed paid the el ectrical
bill for the baseball field, Used by the Little League, and would appreciate
it if the City would continue to do so. Mr. Knotts made motion to pay the
electrical bill, Mr. Kirkpatrick 2nd motion, motion carried unanimously.
Mayor Pro-Tem read letter from Texas Water Right Commission in regard to the
Lakeview Reservoir, Mr. Lyon suggested no action be taken at this time, but
asked our City Attorney to contact Freese, Nichols, and Endress in this matter.
Mr. Marshall presented a legal notice on the new zoning ordinance.
Mr. Marshall read Ordinance 68.9 vacating and abandoning portion of Sulphur
and Spill er Street between 3rd and 4th Street. Mr. Knotts made motion to adopt
Ordinance 68.9, Mr. Hatton 2nd motion, motion carried unanimously.
Mr. Marshall read Ordinance 68-10 on Air Polution Control known as C1 can Air
Ordinance. Mr. Hatton made motion to adopt Ordinance 68-10, Mr. Kirkpatrick
mnd motion, motion carried unanimously.
The Council agreed the City Employees repair the Kennedale Community Center as
soon as possible at their convenience.
Mr. Hatton made motion to adjourn, Mr. Knotts 2nd motion. Meeting adjourned at
9:00 P. M.
