09.12.1968 CC Minutes{ ' s~ REGL'L.AR MEETIi~'^ OF THE KElVNEDAL C iTY COUNCIL 433 S rPT. 12, 1968 Mayor Webb called the meeting to order .at 7:50 P. M., Council members present W. C. Kirkpatrick, Don Lyon, Charles Knotts, J. H. Martin and it. L. Hatton. The minutes from the previous meetings were read and approved„ Steve Radakovich came before the Council in regard of re-zoning and opening a strut in the Hilltop Addition , he has lots 1 through 1S and was planning on building apt houses, also to rezone part of C. A.. Boaz 1st addition was planning on building some duplexes. He stated he ha.d 400 ft in the C. A. Boaz 1st that was zoned commercial anted was going to have a trailer court, approximatley 20 to 25 trailers. Mr. Lyon advised him to go before the planning Board. Mr. Kirkpatrick stated he was for the housing project but against the trailer court. Dlayor Webb then asked him-to give than time to strudy the request. Mr. E. O. Ervain camp before 4he Council asking ermission to placg a trailer court on North Road, stating t!:e City was running an ~ water line and if the City would grant him permission far the trailer court,.he would donate the land for an easment. Stated he would have about 28 trailers. Mr. Hatton made motion for him to go before the Planning Board. Mr. Knotts 2nd motion, motior, carried unaniously, Pete advised thers he would have to know by Monday, so they r.ould determine just where to lay the water line. Mayor ~'+ebb advised Pete and Mrs. 8c~yd to contact the Planning Board members, if ,possible all of them or definitely 3 members. Mr. 4lilliams presented to the Council a complaint of his neighbor, said he had trouble with hirn for 9 years and that he, shot his dog and was usiny a high rifle range, and he was uneasy about the safety of his family. Mr. Lyon said his dog was running loose and we had an ordinance for each offense and sine Mr. Miller re- ceived the citation for shooting within the City limits, perhaps he would refrain shootin an more, Mayor Webb said Mr. Miller came by his ,house and said patrolman Ladd ha~ told him to shoot the dog. Mr. Knotts advised him this was a police matter. Mr. Uppchurch who lives on Briarwood St. came before the Council in regard of his nieylaY~ar jumping on his wife, shooting gun within the City Limits and what protection the Clty had after midnight. Mr. Lyon explained to him that since; Larry had been in hosptial and one patroleman had quit, we were working short of patroleman, but hope before long we would be able to get back to the normal procedures where the City would be coverec 24 hours a day. Mr. Hatton made motion to get police car 9I f ixe elnd put on the road, if we had to borrow the money and have 4 reserves, Al Langston, Ray Stafford, Jack Marlow and Ken Admas to drive on week ends, without pay. Mr. Kirkpatrick 2nd motion, Mr. Martin abstained from eating 4 for, motion carried. Mr. Lyon asked Larry if he thought this pprogram would work out, Larry stated he diet, also didn;t thin the car should be left ideling when not an use. Mr. ?~:notcs suggested to have Willie to fid 81 and use on week ends onlu. Mayor Webb asked the Council opinion of increasing the 3/4 inch water tap from the present fee of $65.00 to $75.00 and the rest in proporation. Mr. Lyon made motior- to increase the water tapping fees, Mr. Kirkpatrick 2nd motion, motion carried unaniously Mr. Hatton made motian to have the City Attorney draw up and ordinance pertaining to ttre disposal of any article the police recovered. Mr. Hatton asked about the insurance on the reserves, Mayor 6Vebb said if was going to wc:;+r~: them, should definately have insurance. Bigler, Secretary of the Tarrant County Volunteer Fire tissaciation, requiring the locking of base station areas whey, nat in use. Mr, Ion Hatton, was appointed to meet with the fire dept., the newt meeting and adsa them of ttyi5 aC ~ ion. Mr. Hatton made motion to adjourn, Mr. Knotts 2nd motion, meeting-adjourned 11:0 P. M.
