09.11.1969 CC Minutes463 REGULAR MEETING OF THE KENNEDALE CITY COUNCIL SEPT. 11, 1969 In the absence of Mayor Webb, Mayor Pro-Tem Lyon assembled the meeting at 7:45 P.M. Mrs. Stevens wasn't present, but had called, stating she had a prospective buyer for her property on Little School Road; wanted permission to build a barn for his tractor and garden tools, stating it would b e at least 100 feet from the road. The building would be 20 X 12. The Council agreed if she would get a building permit and go by the building code,to give her permission. Council members present were W. C. Kirkpatrick, Charles Knotts, J. H. Martin, and A. L. Bulin. The minutes from the previous meetings were read and approved. Pate Jones came before the Council, asking permission to expand his trailer park, stating he had 41 taps and would like to have at least 19 more to finish out his park, but also would like to expand to 100 trailers. After some discussion, Mr. Bulin made motion to table this rea;uest for further consideration. Mr. Martin 2nd motion, motion carried unanimously. Mayor Pro-Tem Lyon informed the Council of a request from Mrs. W. L. Morris to move a trailer back of her home on the Dick Price Road,stating she needed this for her neice to live in, as she was ill and needed some one near by to take care of hez. Mr. Kirkpatrick made motion to refer her to the Board of Adjustments for their recommendation, Mr. Knotts 2nd motion, motion carried unanimously. Mr. Jimmy Combs came before the Council in regard to the two citations his son had received for driving a motor cycle without license and operators license, stating our previous Chief, Karl Halverson hhd advised him he would turn his head and not give any tickets until he obtained the license, also said he had been before the Court Judge and was found guilty and was fined $40.00 for both citations. Mr. Bulin made motion to ask the Judge to use leniency in this particular case, but not in the future. Mr. Kirkpatrick 2nd motion, motion carried unanimously. Mr. Robinson came before the Council saying he had talked with Mayor Webb about the citation his daughter had received for driving a car with a beginners license without an license operator in the car with her. Mr. Kirkpatrick suggested he go before the Judge, as didn't think the Council or Mayor should have any in- fluence on the laws and this is a State Law. Mr. Bulin stated he would like to amend the motion he had made earlier in the meeting of tabling Pate Jones request for additional trailers; he made a motion to have Mr. Jones come before the Board of Adjustments, Mr. Martin 2nd motion, motion carried unanimously. Chief Bill Cruson came before the Council asking permission to submit a letter to the State Highway Department, asking for another survey on 287 and New Hope Road and suggest the signal light be left on from 6 A.M. to 1:00 A.M. Mr. Kirkpatrick made motion authorizing the Chief to submit this 1 etter and ask for check on Friday night when the traffic is at its peak. Mr. Bulin 2nd motion, motion carried unanimously. ?he Chief also asked the Council opinion of making Crestview Hrive a one way north bound and do not enter on the south bound from 7:00 A.M. until 9:00 A.M. and from 2:00 P.M. until 4:00 P.M. The Council agreed this should be done. ~~ The Council reviewed the Citation of a Civil Suit against the City of Kennedale, filed by Mr. Ryder for hfs clients, Mr. Hones and Mr. McKinl ey. Mr. Bulin made motion to authorize out City Attorney, Mr. Marshall to file an answer and follow over through, Mr. Kirkpatrick 2nd motion, motion carried unanimously.
