REGULAR MEETING OF ?HE KENNEDALE CITY COUNCIL
December 10, 197 ,
Mayor Platt assembled the meeting at 7:55 P.M. Council members present were
Homer Jenkins, John J. Biondi, Jr., A. L. Bulin, J. H. Martin and Charles Knotts.
The-minutes from the previous meeting were read and approved.
Mr. Compton came before the Council again,-asking permission to sell fire works
within the city limits in July and December, stating the Volunteer Fire Dept.
would receive 40°b of the revenue. After some discussion, the City Attorney ad-
vised them would have to amend Ordinance #20 which prohibits selling fire works
within the city limits. Mr. Martin made motion to-amend Ordinance #20, stipu-
lating only non-profit organizations would be-allowed to sell them, and they
would have to get the approval from the Council. Mr. Jenkins 2nd motion, Mr.
Bulin abstained from voting, 4 for, tiiotion carried.
B. T. Webb, of Webb Insurance Co., was present and told the Council he wanted to
redeem himself for whan he-was Mayor about 3 years ago, the City bought the Lions
Club Bldg., assuming the indebtness; saying he had an organization that would
take up the indebtness as of now and fix the bldg. up and run it as it is now.
That he had it~insured for $7000.OO~and the insurance expired and he tried to
insure it for $3000.OO,and was turned down. Saying the Woodmen of the World
would take up the indebtness. After a brief discussion, the Council advised him
when the City assumed the indebtness it was $3,191.21 and the indebtness now is
$901.1. The City Attorney advised the Council since it was the City~s property,
would have to advertise and,sell to the highest bidder. Mayor Platt said he
would look into the matter and see what could be done about-it.
The Council was informed Mr. W. J. Aytez had been to the office, stating he had
tried to meet with the Planning Board, but was unable to do so. He asked per-
mission to put a portable building on his property on East Mansfield Highway,
selling lawn mowers, repairing air conditioners and lawn mowers. The Council
instructed the Secretary to contact Mr. Ayter and ask him to have a picture of
the building and meet with them at their next regular meeting.
Brother Corey, Pastor of the Bible Baptist Church, appeared before the Council,
saying the Lone Star Gas Co. had installed a gas line on their property, after
having been advised it was private property. He wanted to know just what could be
done about it. He was advised a copy of Ordinance 68-9, closing of Spiller and
Sulphur Street between 3rd and 4th St., had been sent to the Lone Star Gas Co.
The City Attorney advised him this would be a dispute between the Church and Lone
Star Gas, that the City would not be involved.
Chief Ellison asked the Council if they had any comments of the report or letter
he had submitted to them. He also read letter from U.S. Department of Justice
congratulating the officers finishing the Police Academy Training School,
stating Peacocks score was 91 and the top man 94. He then presented Peacock
gun belts and fiolster, stating the Police Dept. here and surrounding areas had
contributed to this gift. He then asked the Council their decision of pay raises
for his three patrolmen, stating one was making $115.00 per week and the other
two $100.00 , and he would like to have each patrolman to get $125.00 a week.
Mr. Bulin made motion to grant these raises. Mr. Jenkins 2nd, motion carried
unanimously.
He also said he had contacted Mrs. Mae Pennington in ref erence of insurance, he
then asked Mrs. Pennington to discuss it with the Council. Mrs. Pennington said
she was torn between the employer and employee, that the W.O.W.. had an unlimited
insurance, if the City would go higher than 7.50. The Council advised her the
City would pay 7.50 and suggested she meet with Chief Ellison in ref erence to
this matter.

Pete Kirkpatrick advised the~Council he: ltad talked with the Engineers of
running a 2 inch plastic water line, and they advised him it could b e done, if
didntt have too many water users. He advised the Council this cost approxi-
mately $1000.00. Mr. Biondi made motion to run this water line across Village
Creek Bridge. Mr. Knotts 2nd motion, motion carried unanimously.
The City Attorney said the Chief of Police had-requested some ordinances;
Mr. Marshall then read Ordinance 70-11 arrest without warrant, Mr. Bulin made
motion to adopt Ordinance 70-11, Mr. Biondi 2nd motion, motion carried unanimously.
He also presented Ordinance 70-12~ vacating and abandoning the alley across from
block 61 in the Kennedal a -Survey, the Council approved of Ordinance 70-12.
Mr. Marshall then asked the Council if they wished to have ordinance drawn up
in reference of throwing objects from cars, also the disposing of stolen property
if not claimed. The Council instructed him to do so.
Pete Kirkpatrick then asked the Council, since they had reviewed some pay raises,
why not review the other employees salaries. Pete asked for $15.00 per week raise,
Jewel Boyd asked for $10.00 a week each for she and Myra. Mr. Knotts suggested
ae have an automatic pay scale set up, that couldn!t raise salaries every 6 months.
Pete then told the Council he would not ask for another raise until the City had
between 1100 and 1200 water customers, that we had approximately 900 now. .Mr.
Jenkins made motion to grant these three raises, Mr. Bulin 2nd motion, motion
carried unanimously.
Mr. Bulin made motion to adjourn, 2nd by Mr. Biondi, meeting adjourned at
10:10 P.M.
