12.03.1970 CC Minutes501 SPECIAL CALL MEETING OF THE KENNEDALE CITY COUNCIL Dec. 3, 1970 Mayor Platt assembled the meeting at 7:40 P. M. Council members present were Homer Jenkins, John J. Biondi, Jr., A. L. Bulin and Charles Knotts. Chief-Ellison came before the Council with several proposals, first wanted ,to know if the Council or Mayor had any complaints about the Police Dept. Mr. Knotts said personally he did not, but several people had said there were lots of tickets being given. The Chief then gave the Council a report of the department, and ask per- mission to give each council member a typed zeport at each meeting instead of reading, for we had so many people present at the regular meeting. The Council agreed that was a good idea. Wanted to start a clean-up campaign in the month of January, Mr. Jenkins suggested write a letter with the ordinance and have it pub- lished in the paper. The Chief said he would have Joyce type up letters so he could present it to the people when he talks with them in regard of violation of City Ordinance. He,~ also asked the Council's permission to charge $10.00 for failure to appear, as the state law says he can charge from one penny to $200.00; the warrant officer would get $10.00 and the City would get the $10.00 for failure to appear, and warrants would be issued 4 days after court night. Mr. Bulin made motion to raise non-appearance to $10.00, Mr. Jenkins 2nd motion; motion carried. His impression when he was hired, the Police Dept. was turned over to him and he would run it as he saw fit. In reference to warrants, ask to write letters and his patrolmen collect warrants on their days off; that he had gone ahead and let Peacock collect 4 warrants. Saying the warrant officer had to be certified, Mr. Marlow informed the Council he had sent off for his certification, but as yet had not received it. Asked the Council's permission to have Judge Thompson dismiss all warrants pass 6 months old; it was suggested have two files, one for the old and one for those not over 6 months; also the state law requires the warrant officer get paid $40.00 per month. He also ask the City to buy the initial uniforms for the policemen, consisting of t~ pair of pants, tow shirts, tine and head gear. Mr. Jenkins made motion to buy these uniforms and if hired another one, would hold out first weeks pay, Mr. Biondi 2nd motion stipulating if stay 6 months, the City will provide an initial clothing allowance and if less than 6 months, patrolman would reimburse the City for uniforms. Mr. Martin abstained from voting, 4 for, motion carried. The Chief stated he had received a $200.00 donation for the Police Dept. from a large firm and said would receive another one after first of year. The Chief then stated the City needed about 50 signs, which world cost from $5.00 to $7A0 a piece, plus a bundle of poles, bolts and nuts. Mr. Bulin made motion to buy these signs, Mr. Jenkins 2nd, motion carried unanimously. The Chief then asked for a $25.00 a week raise for each of his 3 patrolmen, saying he was going to lose them if they didn't get a raise and it wasn't a threat, but all three had been offered jobs in other cities. When he was hired, he was told he would get a raise in 60 or 90 days. Mr. Jenkins made motion to give the Chief $150.00 per week, Mr. Bulin 2nd motion, motion carried unanimously. Mr. Biondi said the pay raises would be discussed in Jan. and June, and made a motion to wait until all personal salaries were up for review. Mr. Martin 2nd motion, Mr. Jenkins abstained from voting, 4 for, motion carried. The Chief had further discussion of the patrolmen's raises and asked if they could not be reviewed at the next council meeting. Mr. Biondi advised would discuss it at next regular meeting. 502 Min. cont. from Dec. 3, 1970, Pete Kirkpatrick came before the council, representing the School Board, asking their decision of the City joining them in a total- revaluation of p~+©perty. Mr. Knotts made motion to join with the school, providing the cost to the City wouldn't exceed $5,000. Mr. Jenkins 2nd motion, motion carried unanimously.
