09.10.1970 CC Minutes492 ,~~ REGULAR MEETING OF THE ICENNEDALE CITY COUI\TCIL Sept. 10, 1970 Mayor Platt assembled the meeting at 7:45 P.M. Council members present were Homer P. Jenkins, John J. Biondi, Jr., A. L. Bolin, J. H. Martin and Charles Knotts. The minutes from the previous meetings iaere read and' approved. W. M. Patterson with J. H. Martin, came before the Council requesting the alley between Main and Caylebaite, which runs east and west, be closed. They stated Mr. L. W. L'ee couldn't be present, had requested them to represent him. This would be no expense to the City, the property owners paying the legal f ees. Mr. Jenkins made motion to grant this request, Mr. Biondi 2nd motion, motion carried unanimously. ' J. C. (Skeet) Foust came before the Council, saying he was zepresenting Mr. Oomp- ton, and asked permission for him to sell fire works within the City limits, in July and December. Last year when he sold them, he gave the Fire Department $300.00 in July and $300.00 in December, snaking a total of $600.00. The Council advised him would take under consideration and advise him. Mr. Faubion representing the Lone Star Gas co., requested permission to install two small regulator stations, saying they would have protective guards and wouldn't make any noise; these being at the intersection of Little School Road and Kennedale Sublett Road and on the south of Joy Lane and Kennedale Sublett Road. Mr. Bolin made motion to grant this request, Mr. 3iondi 2nd motion, motion carried unanimously. hir. Bolin advised the Council, he had talked with the acting Chief of Police in Forest Hill and was advised it necessiated them hiring another dispatcher, since they had been dispatching for Kennedale, which would be $170.00 more per month, making a total of $470.00 Kennedal a pays Forest Hill per month. Mr. Martin made motion to pay this amount, Mr. Jenkins 2nd motion, motion carried unanimously. ttayor Platt read letter from Freese and Nichols recommending Kennedale pay J. L. Myer's drilling company as per contract. Mr. Martin made motion to pay J. L. Myers, Mr. Jenkins 2nd motion, motion carried unanimously. Jim Ayers had recommended the City adopt a Bldg. bode, Electrical Code, Plumbing Code and Uniform Housing Code. Mr. Bolin had invited J. D. Sikes from Forest Hill to brief the Council of their codes. Mr. Sikes suggested get a copy of Ft. Worth's code and would b e glad to work with Pete when we received the copies; then submit them to the Council for their approval. ter. Bolin read the opening tabulation of bids on the Trinity Sand Well to be drilled after going over the tabulation. Mr. Martin made motion to award the con- tract to Langford Drilling Co., of Shreveport, La., as he was the lowest bid, being $77,650.00. Mr. Knotts 2nd motion, motion carried unanimously. Pete Kirkpatrick advised the Council Jim Walters from Dallas had started building a house off Swiney Niett Road; he had talked with Mr. Walters and he told Pete didn't know it was in the City limits. The Council advised Pete to have him get a bldg. permit, obtain more land as the lot was too small and meet with the speci- fications of 1000 square foot. Pete then told the Council Rolanda Lane and Briarwood Street have been graded and cans installed and would start hauling gravel Monday. bir. Shannon at Mr. Bulin's request gave a police report; he stated had 6 minors, 1 major, 1 homicide, 6 business break-ins and 1 residence, plus vandalism at school, possibility of arson at school. Mr. Bolin recommended hiring another policeman as it was time consuming to investigate all the offenses. 493 Minutes cont. from Sept.°10~ 1976, Mr. Bulin said he would take the job as Chief of Police for $140.00 per month and have 4 patrolmen. 1 b;r. Martin made motion to eliminate all radios of former employees and bondsmen who have radios on our frequency. Mr. Jenkins 2nd motionf motion carried. Mr. Marshall read contract with Freese and Nichols Engineers. Mr. Bulin made motion to accept this contract, Mr. Jenkins 2nd, motion carried unanimously. The Council reviewed applications for Chief of Police as needed a Chief and two patrolmen. No action was taken at this time. The Council then discussed the request of Mr. Compton selling Fire works in the City limits. Mr. Bob Samuels was present and told the Council he had planned on building a $40,000 home and a business and this would make his insurance higher since he was just across the road; he wasn~t in favor of fire works. Mr. Knotts made motion to abide by the City Ordinance, Mr. Jenkins 2nd motion, Mr. Biondi abstained from voting, 4 for, motion carried.
