REGULAR MEETYNG OF THE KENNEDALE CITY COL`NCYL,
June 11, 1970
bia.yo:r Platt was detained in another zr:eeting and Mayor Pro-t em Bulin assembled the
meeti.n~, at 7:40 P. M.. Council members present were. Homer Jenkins John J. Bi:~z:di,
Jr. J. ii. ^.artn and ChUrles Krotts.
The minutes from the previous meeting read and approved.
Bob Samuel came before the Council, stat:ir,g he was putting about $40,000.00 in an
Automotive Shnp an East Mansfield Hwy. Asked if he could connect on to City water,
and how much the water tap and meter deposit would cost. The Council advised him he
would be able to connect on to the water, water tap being $?5.00 and meter deposit
$20.00. He then ask ed if it would be permissable to move a trailer back of his
place of business and if could get a year or two tax free. He was advised could
not move a trailer in nor could give hizr: any free taxes.
Nita Smith appeared before the Council in ref erence to a stray dog, stating she
had called for four days wi*hou± any response, the dog bit her husband, requir-
ing him to ha~~e medical. care. Sht asked the Council if they wr~uld reir:ir~urse her
for the doctor and zr.e!iicine, plus one day' s pay that her husband lost while
going to the doctor. Mr. Bul.in said would im•estigage why the dog wasn't picked
up and what the Council decides to do about the request and let her know.
Mr. Hembry came before the Council, asking permission to have a snow cone wagon;
wanting to know the fee. i{e was informed it was $30.00 per year, and. after some
discussion, the City Attorney advised the Council if they wished to amend Ordi-
nance #17 and prorate the fee. One month $5.00, $10.00 not to exceed three
months, $20.00 for eight months and $25.00 for 1.0 months. Mr. IGrotts made m,~tion
to draw up Ordinance 70-7 amending Ordinance 17, stipulating he would not sell
at the ball .f.ield. Mr. Biondi 2nd motion, motion carried unar.3zraous?y. Ivtr-~S-nr
Play *,. t?~.er~ came in and presided at the meeting.
Mae Pennington introduced Mr. Lamar of the Ft. Worth CI'zamb er of Commerce. IIe
then briefly explained how a Chamber of Commerce could b e beneficial to the City,
by getting new business and industry here. Mayor Platt told him thought this
was a very good idea and he would contact the business mer; and citizens of
Kennedale and see what could be worked out and would keep in touch with him.
Mr. Dickens and Mr. Copeland from Freese, Nichols & Endres came before the
Council, stating since the State Hwy. Dept. refused to let them cross Loop 820
and ?.87, due to so many wires they proposed a different route to reach City of
Ft. Worth line, going this route wouldn't have to bore under 820, City o~~' Ft.
Worth would brine line from 287 to Oakcrest Drive to 820 right of way then
would parallel 820 on west side of the railroad right of way, make an open cut
on R. R. right of way under 820, cost being $17,900.00. City of Kennedale
would have to lay line from Oakcz•est Drive east, turn back north on Oakcrest
Drive to 287, back on to 28? to City limits. They also stated had dust left
a meeting with Kee Branch, and they were very reluctant of furnishing water to
Kennedale. Mr. nick ens advised the Council would meet with Arlington official
and F.H.A. and see if they could lease a small section wa.teۥ line and bu~~
direct from Arlington. Mr. Knotts :Wade motion for them to pursue this r-roposal ,
Mr. Martin 2nd motion, motior, carried unanimously.

Mr. ~-lofts?rl came before the Cour~ciJ. asking permission to use the Community Center
for the Kennedale Boxing Club, as he did last yeGr, would use the t,ldg. 5 nights
a week, but would relinquish if at any time the City had an opportunity of renting
it. bar. Knotts made mot~_or, to grant this request, Nir. Biondi 2nd motion, motior.
carried unanimously.
Cecil Lyon and Merle Caruthers appeared before the Council in reference of the
problems they were having at the ball field. Had some bays drinking ar:d fighting
and using foul language and they need ed assistance. Asked the Council if it was
possible to have a policeman to patrol the field between 8 P.M. and 10:30 P.M.
Dir. Knotts made motion to give them pal ice protection, Mr. Martin 2nd, motion
carried unanimously.
Jerry Upchurch and Earl Totch car~;e before the Council a.=,king why they were asked to
resign frorr the police force, the Council advised them they had agreed cutting thc~ for-
c~ to two men. Wanted to know why Shannon was kept since they had senority over him;
they were told it was complaints they had on them. Jerry stated hs~ was not driving
less than hC MPH or more than 7S N'[F't~ when the accident occured. ..9r. Biondi recom-
mended the City Council give each of the rnQr. a letter of recommendation, if they so
desired. Jerry then asked if his pay would continue until he was released from the
doctor. Mr. Bulin stated didn't think would hate any problems there.
Mr. Marshall read Ordinance 70-6, annexing Tommy Gay's property in Gay Daughters.
Dlr. Bulin made motion to adopt Resolution 70-6, N[r. Martin 2nd motion, motior.
carried unanimously.
Pete told the Council he had a letter from the Texas Water Quality Board, and
they advised him would have to ham a new chlorinator. Mr. Biondi said he would
look at it and see what could be done. This has to be done by Aug. 1, 1970.
Pete also told the Council. he was ask ed start sewer at Warehouse on Valley Lana,
this being an 8 inch line. Mr. BuLin asked if our line would be deep ~nt~ugh fog -
them to connect on, if they were to go ahead and put the line in?
Mr. Bulin made motion to adjourn, b1r. Biondi 2nd motion, meeting adjourned at.
