REGULAR MEETING OF THE KENNEDALE CITY COUNCIL
MAY 14, 1970
Mayor Platt assembled the meeting at 7:40 P.M. Council members present were
Homer Jenkins, John J. Biondi, Jr., A. L. Bulin, J. H. Martin and Charles
Knotts .
The minutes from the previous meeting were read and approved.
Jim Moore was present, stating he had drainage problems on his property at
320 East Mansfield Hwy. Asked the Council if the City would gravel it; if
the State would grade it, this would be about 250 ft.? Mr. Biondi made motion
to grant this request if the cost didn't exceed $300.00. Mr. Martin 2nd
motion, motion carried unanimously.
The Mayor advised the Council this was a public hearing of annexation of
Tommy Gay property in the Gay Daughters Addition, this being 5.89Q. Mr.
Bulin made motion to have the annexation prepared for the next Council
Meeting. Mr. Jenkins 2rid'.motion, motion carried unanimously.
Mr. McKnight of McKnight Wrecking Service of Arlington came before the
Council, asking permission for a wrecker permit, stating this would be owners
request only. Mayor Platt then read letter Mr. McKnight had presented, also
the insurance policy. Mr. Martin made motion to grant him this permit, Mr.
Jenkins 2nd motion, motion carried unanimously.
Mr. John Davis appeared before the Council, stating he was in the process of
purchasing some lots on Rolanda and asked permission to move a mobile home
in or asked to amend the zoning ordinance. After some discussion, Mayor
Platt advised him to meet with the Zoning Board and the City Council when
they have their joint meeting.
Mr. McKinley from 287 Trailer Park came before the Council, saying he had
several things to talk about, fire plugs, smoke from Texas Bronze, mosquitoes
and asked for a permit for the man working for him to haul his garbage, said
he had received a citation for not having a permit. Mr. Biondi made motion
to grant this request, but the permit would have to be in the name of the
party who is hauling his garbage;,. Mr. Jenkins 2nd motion, motion carried
unanimously.
Mr. Honea from Avalon Trailer Park came before the Council asking the Council
to re-new the permit for Mr. Irwin, who had been hauling his garbage. Mr.
Jenkins made a motion to grant this request. Mr. Biondi 2nd the motion, motion
carried unanimously.
Mr. Honea also stated he had paid for a 2 inch meter which was connected to
1'~ inch line, and would like to be connected onto the 6 inch line, which is
across the road.. The Council asked Pete Kirkpatrick when this work could be
done and Pete said could make it by July. The Council agreed to run this line.
Mr. Platt advised the Council they needed to appoint two on the Equalization
Board and thought it would feasible to appoint 7 and perhaps could get 2 out
of the 7, those appointed were Lloyd Knotts, Floyd Patterson, Steve Radakovich,
Raymond Morris, Don Lyon, Ray Phink and Jim Moore. The City Secretary was
instructed to call them in that order and the first two who would serve,
would be the ones on the Equalization Board.
Mr. Kirkpatrick advised the Council Mr. Brown who owns snore houses on Brown

asked that their street be graveled. After taking it into consideration,
Brown Lane is not a dedicated street, they could not gravel it; they then
asked Pete what the cost would be on Briarwood, Pete said from $700.00 to
$1000.00. Mr. Jenkins made motion when the County graded the street the
City of Kennedale would gravel the street. Mr. Biondi 2nd motion, Mr. Bulin
abstained from voting, 4 for, motion carried.
Mr. Kuykendall appeared before the Council asking permission to move a trailer
on his brother-in-law's property on Shady Lane, this being zoned as Heavy
Industrial. He was advised he would be on the agenda when the Planning Board
and City Council have their joint meeting.
The City Secretary asked permission to hire a typist at $1.65 per hour to get
all the tax letters out. Mr. Bulin made motion to grant this request, Mr.
Jenkins 2nd motion, motion carried unanimously.
Mr. Knotts made motion the City pay the light bill for the Little League on
the Ball field as they had in the past. Mr. Martin 2nd motion, motion carried
unanimously.
Mr. Martin advised the Council a Mr. Richardson who was on the agenda, but
couldn't be here in reference of a Shetland pony the City had impounded,
and when Mr. Richardson came for the pony, he was told the fee would be
$23.50 which was an error, this should have been $11.00. The Council agreed
to let him have this pony for the $11.00.
Mayor Platt told the Council Don Dickens, and Bob Nichols frDm Freese, Nichols
and Endress were out and met with he and Pete and he understands we can get
water from Kee Branch.
Mr. Bulin read letter from the Pastor of the Church of Christ protesting the
letters that were sent out to water customers and asked the Council to repeal
Ordinance 70-5. No action was taken on this matter.
Mr. Martin said we were having dog troubles, thought should have some one
responsible for picking up dogs.
Pete Kirkpatrick asked the Council to set up an automatic ,pay scale for the
employees, they advised him would meet in two weeks. Pete also advised the
Council when Mr. Webb asked him to attend the Planning Board meetings he
would get paid for it.
Mr. Marshall told the Council he had requested a $50.00 increase in his
retainer fee, and he hadn't gotten and answer. Also he had received a letter
from John Sieren an attorney for Mr. and Mrs. Ramos in reference to the dogs
the City had picked up, asked what action the Council would like to take?
The Council instructed Mr. Marshall to follow through with the letter he had
written Mr. and Mrs. Ramos; they also advised him they would take his retainer
fee into consideration.
