04.09.1970 CC Minutes478 REGULAR MEETING OF T(IE KECdNEnALE CITY CUUNCiL April g, 197:? Mayor ?4 ebb called the meeting to order at 7:40 P.h1. Council members present were :~'.,.^..'~irkpatrick, Don syoun, Charles Knotts, J. ii. Martin and A. L. Bulin. The minutes from the previous meeting were read and approved. Tommy Gay was present and presented to the Council a petition of annexation of 4.93@ in the Tommy Gay addition; also presented a plc+~ and dedication. h1r. Bulin made moti~,rz to approve the plat and dedication, Mr. Martin 2nd motion. Mr. Lyon abstained from voting, 4 for, motion carried. Mr. Marshall asked the Council if th ~ wished to have a public hearing of the annexation at their next regular Council meeting; the Council agreed to have the public hearing? Mayor Webb presen±ed a Lease Agreement from Charlie iiillard fer leasing a po~ice car for 12 months in the amount of $180.00. Charlie Hillard would furnish every thing ex- cept gas, oil and insurance on car. h1r. Kirkpatrick made motion to lease the police car, Mr. Knotts 2nd motion, motion carried. The Council the:: agreed to try and sell tl~e old car., but it was not to be driven. I.1rs. Mae Pennington came before the Council stating someone had been having dances at the Community Center without chaperons, and would like for the WOODt~T OF THE Iti'ORLD to sponsor a dance every Saturday night, stating Clyde Foreman, who is a re- serve police officer, and his wife would chaparon the dances. The Council agreed they have dances every Saturday night, as long as they were chaperoned.- Also, the Ci±y Secretary was instructed to rent. the Community Center only to Adults, and they must pick up the key and return it. P4ayor ~^'ebb advised the Council the nom on the neLV billing machine in the amount of _ $5,400.00 would be due on the 30th, hir. Kirkpatrick made motion authorizing our new Mayor, Bob Platt, to borrow the money from the Mansfield State Bank. Mr. Bulin 2nd motion, motion carried unanimously. Mayor ;Vebb advised the Council, we wore having children problems, as they were here e~-erg morning beforr~ school and after school and on week ends; the dispatcher couldn't carry on her duties for interruptions. ..r. Kirkpatrick made motion to give the Chief of Police a raise, making his salary $150.00 per week. Mr. Knotts 2nd motion, motion carried unanimously. itiir. Bulin made motion ±o give the day dispatcher who is also Corporation Court Clerk a raise of 10 cents per hour. Mr. Knotts 2nd motion, motion r_arriec4 unanimously. bar. Knotts stated he had been doing some figuring on the cost of dispatcher, and the hours dispatched for Everman, and he felt Everman should pay more than the $250.00 a month. h4ayor 1.+]ebb suggested to have the City Secretary call merman and have them put on the agenda at their next Council me~>±ing. lie suggeste~lhir. Mr. Marshall read Resolution 70-2 canvassing and declaring the ~._.1'ection returns. After the Council revie~rled the returns and made a correction of votes cast far Steve Radakovich to 8' instead of 97 as was on the report, hir. Kirkpatrick mad r= crrotion to adopt Resolution 70-?. Mr. h1artin 2nd motion, motion carried unani- mously. Mr. Marshall administered the oath of office to Mayor Bob Platt, htr. Webb stepped down and Mr. Platt took his chair as Mayor. Mr. Marshall then administered the oath of office as Cour~cilrnan to John J. Biondi, Jr. and Homer P. Jenkins, Mr. Kirkpatrick and Mr. Lyon 479 Minutes from page 478 cont. stepped down and Mr. Biondi and Mr. Jenkins took their chairs. Mayor Platt read notice of the M. R. D. A. meeting April 17, and any Councilman who wished to attend to meet at the Kennedale City Hall at 7:OU P. h1. Mayor Platt asked the Council if they wished to appoint a Mayor Pro-~tem, to re- place Mr. Lyon. Mr. Biondi made motion to appoint A. L. Bulin as Mayor Pro-tem, A4r. Knotts 2nd motion, motion carried unanimously. Mayor Platt then advised the Couz,cil one member of the Planning Boazc? was. re- signing and needed to appoint one to replace hint; also appoint three others to the Planning Board. Mr. Martin made motion to appoint Dick Walden, Qllie Winters and Don Lyon, Mr. Jenkins 2nd motion, motion carried unanicrously. Mr. Webb suggested to Mayor Platt to have the Fire Department to appoint another Fire Marshall in his place, since he was Mayor, he could not hold both offices. Mr. Marshall asked the Council if they wanted to appoint the City Attorney, Corporation Court Judge, Chief of Police, Director of Public 40orks and City Secretary. Mr. Bulin made motion to re-appoint them until they s:~tv fit to terzr_i- nate them. Mr. Jenkins 2nd motion, motion carried. Mr. Marshall asked the Council to take into consideration of a $5G.00 per month raise for his retainer fee; also he was going to Austin for Texas Tort Claims Act Seminar, and the registration fee would be $50.00, and he asked if the Council would pay half of the fee? Mr. Bulin made motion to pay $25.OG for the registration fee, Mr. Martin 2nd motion, motion carried unanimously. Pete Kirkpatrick was present and asked the Council to give him authorization to hire two employees in the water department. Mr. Jenkins made motion to grant this request, Mr. Biondi 2nd providing if they would move the water and sewer pipes that w~2re at Texas Trust to the sewer plant. Pete assured him he would.
