RfiGULAR MEETING OF THE KENNEDALE CITY C70UNCIL
March 12, 1970
Mayor Webb assembled the meeting at 7:45 P. M. Council members present were
W. C. Kirkpatrick, Don Lyon, Charles Knotts, J. H. Martin, and A. L. Bulin.
The minutes from the previous meeting were read and approved.
Mr. H. L. Hatton came before the council to give the building back to the city
he had been using during the boxing season and to thank the city for the use of
the building. He stated that if possible he would like to have the use of the
building the same time next year (September) and he was advised by Mayor Webb
to come before the Council again at that time and they would let him know.
Mrs. Hamrick came before the council to see what could be done about the
sewerage conditions where she lived, stating that the water would come in her
house and yard and that all the people in Turner Acres were having this problem.
Mayor Webb stated that they could not give her a definite answer at this time;
that the $30,000.00 allocated for sewerage in the bond election would be in-
sufficient to run lines to this area, but that they were working on something
else to help these people and should know in six months what they would be able
to do, but that it would b e at least two years before anything could b e done.
He said he would let her know as soon as he found out. She stated she would
appreciate any help they could give them on the situation and thanked them
for their efforts.
Mr. Claude Hughes was present stating that he had sewer running all over his
back yard, and could not use his facilities without a lot of problems. Mayor
Webb told him where he was was the hardest place to get a sewer line and could
not promise any solution to his problem for 3 to 4 years.
Mr. Marshall discussed the annexation of the Winters properties and it was de-
cided to set a special meeting March 26th,1970 for considering the annexation
of the Winters et al properties, and at this same meeting to consider hiring
Bill Arbor as building Inspector for the City of Kennedale and to decide if
we would adopt the Fort Worth or Mansfield Code.
Mayor Webb advised that Mr. L. D. Holt on the Highway was wanting to run a
sewer line and hook on to our sewer line and that there would be several people
to hook on. There would have to be a manhole built and this would ~-robably
cost about $100.00. Mr. A. L. Bulin made motion for the City to build tb e
manhole, Mr. Martin 2nd, Mr. Kirkpatrick abstained from voting, motion carried.
Mayor Webb presented the minutes of the meeting at Edgecliff and the council
discussed withdrawing from M.R.D.AI. Mr. Lyon made motion that they withdraw
effective as of March 12, 1970, Mr. Bulin 2nd, motion carried unanimously;
Mr. Marshall to write letter to MRDA to that effect.
Mayor Webb presented Mr. Swinney's problem of water that accumulates and runs
across his property. Mr. Swinney wanted to put in ditch for the water to go
around his property. After discussion it was decided there was no way they
could do this.
Mayor Webb read letter from North Central Texas Council of Governments re-
garding purchase of• water from Fort Worth, Fort Worth found they could not
furnish water to Kennedale unless we could furnish $50,000.00 to help get
the line to Kennedale. It was decided it was going to cosh too much to get
~' water from Fort Worth, but Mayor Webb has checked with Arlington and we
probably can get water frmlKee Branch this summer. The Council decided to
hold up on the bond issue at this time.

Mayor Webb asked the council if they wanted to consider raising the city valu-
ation for the tax roll in accord with the school tax valuation. It was agreed
that the city should increase the valuation the same as the school. _
Mayor Webb presented two bids for billing machines to the council to replace
the old machine we now have. Mr. Lyon made motion to buy the Burroughs machine
and to get the financing for it through the bank, Mr. Kirkpatrick 2nd, motion
carried unanimously.
Mr. Pete Kirkpatrick presented some new service charges and reconnect fees that we
need to add to the water charges. Mr. Marshall will write a new ordinance re-
garding these new charges. Mr. Kirkpatrick made motion that we accept these
charges, Mr. Knotts 2nd, motion carried.
Mr. Knotts made motion to adjourn, Mr. Bulin 2nd motion, meeting adjourned at
10;30 P.M.
