02.12.1970 CC Minutes473 REGULAR MEETING OF THE KENNEDALE CITY ODUNCIL FEB. 12, 1970 Mayor Webb assembledthe meeting at 7:45 P. M. Council members present were W. C. Kirkpatrick, Don Lyon, Charles Knotts, J. H. Martin, and A. L. Bulin. The minutes from the previous meeting were read and approved. Mr. John Davis was present asking permission to move a trailer on Rolanda Lane, stating it would be temporary, would build a home in two or three years. He was advised to go before the Planning Board; that he would be notified of their next meeting, then they would submit their recommendations to the City Oouncil. Mr. Ronnie Rankey came before the Council requesting permission to move a trailer back of the J. D. Middleton home on the Dick Price Road, stating he would pay two minimum water rates and would connect onto the sewer; he too was advised to come before the Planning Board. Mr. Marshall read Ordinance 70-2, canvassing the election returns; after the Council had reviewed the returns, Mr. Kirkpatrick made motion to adopt Ordinance 70-2. Mr. Martin 2nd motion, motion carried unanimously. Mr. Marshall read Ordinance 70-3, Speed Zone on Highway 287. Mr. Knotts made motion to adopt Ordinance 70-3, Mr. Martin 2nd motion, motion carried unani- mously. Mr. Marshall read Ordinance 70-1, Calling a Municipal Election for April 4th to fill the vacancy of a Mayor and two Councilmen. Mr. Bulin made motion to adopt Ordinance 70-1, Mr. Martin 2nd motion, motion carried unanimously. Mr. Marshall read Resolution 70-2, Setting a Public Hearing on March 12th of annexation of tracts, A, B, C, D, E, & F in the Strickland Survey. Mr. Bulin made motion to adopt Resolution 70-2, Mr. Kirkpatrick 2nd motion, motion carried unanimously. Mr. Marshall read a letter from Mr. Dennis Morrow, an Attorney for Estes Dis- posal Co., in ref erence to a garbage permit. The Council instructed the Attorney ;~o reply to this letter. Mayor Webb advised he and Mr. Martin had investigated the property where L. D. Holt is going to have a trailer park, stating i~dr. Holt had actually started this project; asking he iget a trailer park permit renewal. Mr. Kirkpatrick suggested he be advised that he would have to have a water and sewer tap and meter de- posit for each trailer. Mr. Marshall read the letter Mr. and Mrs. Joe Ramos had written the City in regard of their dogs being picked up, also read his reply and stated he had not heard from them. Mayor Webb advised the Council of the M.R.D.A. meeting to be held on the 9th of Idarch and asked all the Councilmen who wished to attend to meet him at the City Hall at 7:00 P.M. Mayor Webb presented a letter from the Bible Baptist Church, signed by the Pastor and 8 trustees, asking the parsonage be exempt from the 1969 tax roll. Mr. Kirkpatrick made motion to exempt it in 1970, but due to the fact it was rented the early part of 69, would have to pay the taxes. Mr. Bulin 2nd motion, motion carried unanimously. Mayor Webb instructed Pete to present it to the School Board for their approval. 474 Minutes Cont. form Feb. 12, 19'70 Mayor Webb asked the Council their Qpinion of sick leave pay for one of the dispatchers who had been ill since Jan. 18, stating she had received one weeks pay and it was his understanding she had quit. Mr. Kirkpatrick made motion to pay her another week. Mr. Bulin 2nd motion, motion carried unanimously. Mayor Webb informed the Council he had received a telephone call from a certain party advising him they were sending the Volunteer Fire Dept. check to him and instructed him to keep it in his possession. He asked the Council their advise on the disposition of this check as this had been the 1st time they had mailed the check to the City instead of the Vol. Fire Dept. ?he Council agreed to give this check to the Vol. Fire Dept., along with a Copy of Ordinance 68-2, Fire Ordinance. Mayor Webb then asked the Council if they wished to pay for the Vol. Fire Dept. Insurance in the amount of $131.00, as we had in the past. Mr. Knotts made motion the City pay for this insurance, Mr. Martin 2nd motion. Mr. Kirkpatrick abstained from voting, motion carried.
