01.08.1970 CC Minutes471 REGULAR MEETING OF THE KENNEDALE CITY ODUNCIL January 8, 1970 Mayor Webb assembled the meeting at 7:45 P.M. Council members present were - W. C. Kirkpatrick, Don Lyon, Charles Knotty, J. H. Martin, and A. L. Bulin. The minutes from the previous meeting were read and approved. Mrs. Dezern with other property owners in the Briarwood Addition appeared be- fore the Council in reference of having their street graded and graveled, stating 7 families live. on the street and all but two have culverts. Mayor Webb advised her he or Pete would contact the County and see if they would grade the street; did not know where we could get the gravel but would try. Pate Jones appeared before the Council, requesting 70 more spaces for trailers and would like to build two buildings. He was advised the Planning Board would meet Monday night, Jan. 12, and they would give their recommendations to the Council and would try-to have an answer for him by-the next Council meeting. Mr. Frank McMahon was present and advised the Council, he and Don Dickens had contacted HUD in regard of a grant, but it would be 3 to 5 years before any Federal Grant is available and suggested if the .City was in a hurry for water, he suggested to call and Election for Water and Sewer Bonds. Being one hundred and seventy thousand for water and thirty thousand for sewer, making a total of $200,000 bond, stated would have to raise taxes as needed an additional twelve thousand and five hundred to service this $200,000 bond. Mr. Kirkpatrick made motion to call the election, Mr. Knotty 2nd motion, motion carried unanimously. This el ection to be held the 31st day of Jan „ 1970 and publish in the news media on the 15th and 21st prior of the Election. The Election judge being Ida Flake, Alternate judge, Nettie Vick, two clerks, Mae Moore and Vesta Foust. Mr. Marshall advised the Council would have to have two ballot boxes, one for taxpayers and one for non property owners. Mr. Marshall zead Ordinance 70.1 calling the Election, Mr. Kirkpatrick made motion to adopt ordinance 70.1, Mr. Martin 2nd motion, motion carried unani- mously. Mr. MdNahon read the contract with Frank B. McMahon & Co., Inc. idx. Lyon made motion to accept this contract, Mr. Knotts 2nd, motion carried unanimously. Mr. James Arthur with Mr. Crites came before the Council in reference of housing project, wanteing to build 136 unit apartment, some multi family dwellings and some one family dwellings N.E. and North of school and North of Crestdale #2, saying this would b e approximately 4 million project. Wanted a letter written to F. H. A. in regard to the sewer and. water available. Mr. Webb advised would write the letter advising them this area cyan be serviced with adequate water and sewer within 18 months if the City can arrange financing of the extension of water and sewer lines to serve this area. Mr. and Mrs. C. L. Pennington with their attorney, Mr. John Thompson, came before the Oouncil. Mr. Thompson requesting the City Council to give her permission for 6 months to leave the trailer on her property for the 6 months period that was voted and approved by the Council in the Nov. 15, 1969 meeting. He presented a petition of signatures of 11 people living in that area that Mr. and Mrs. Pennington to continue to maintain and permit the occupancy of the trail er on their property. He also instructed the Secretary he wanted this to gv on record. Mr. Lyon made motion for Mrs. Pennington to move the trailer within 30 days of from date of letter written Dec. 15, 1969 as ha son did not occu~by the trailer, for lack of 2nd, motion died on the floor. 472 January 8, 1970 minutes cont. Mr. Kirkpatrick made motion to permit her to leave the trailer there for the 6 months period, and if the Zoning Ordinance is not amended she move the trailer and not re-apply for an extension. Mr. Martin 2nd motion, 4 for on against, motion carried. Mayor Webb said we had a weak bridge on the Dick Price Road and asked the City Attorney, where could we get a weight Limit sign, he was advised to check the Engineers at the County. Mayor Webb informed the Council we did not have liability insurance on the police car, the City Attorney recommended that every operator of motor vehicle have liati~i~y. Mr. Kirkpatrick made motion to have Mr. Webb fill out appli- cation for the insurance. Mr. Bulin 2nd motion, motion carried unanimously. The Council reviewed the schedule pay scale that Chief Cruson and Pete Kirkpatrick had been requested to present. Mr. Kirkpatrick made motion to have a call meeting to discuss the pay scale. Mr. Bulin 2nd motion, motion carried unani- mously. Mr. Kirkpatrick made motion to pay the Police Dept. for three days for the Christmas Holidays, Mr. Lyon 2nd motion, motion carried unanimously.
