SPDCIAL CALL MEETING OF THE KENNF~ALE CITY COt~TCIL
OCT. 18, 1971
Mayor Martin assembled the meeting at b:30 P. M. Council members present were Mrs. Inez
Keathley, John J. Biondi, Jr., Marshall Tyson, Bill Bishop and B. J. Watson. -
John J. Biondi, Jr. read Resolution 71-8, the Council refusing to accept the resignation of
J. fl. Martin and reappointing him to said off ice to continue holding siad office for the
remainder of the unexpired term of office which he was heretofore serving. Mr. Watson made
motion to adopt Resolution 71-8, 2nd by Mr. Tyson; motion carried unanimously.
Mayor Martin read Resolution 71-9 authorizing the publication of notice of the adoption of
Ordinance 69-5, publishing only the caption. Mr. Biondi made motion to adopt Resolution 71-9,
2nd by Mr. Watson; motion carried unanimously.
Mayor Martin read letter from Don Whitt, Superintendent of School, saying it was the opinion
of the school board the City would honor their contract with the school district for porperty
apprasial and meet the obligation to pap one half cost of the apprasial grogram. The Council
agreed the City would pay half the cost, first payment being in June 1972.
Also made two proposals #1. that authorizatioa be given Norman Auerbach, School tax collector
and assessor to have a set of apprasial cards prepared for the City of Kennedale from cards
updated by the Professional Appraisers and to pay 60% for the cost incurred.
#2. confirm the agreement to contract with the City of Kennedale and to pay $200.00 per month
for collection of taxes from Sept. 1, 1971 thru Sept. 30, 1972 subject to approval of written
contract by both parties.
After some discussion Mr. Watson made motion to accept proposal #1 and have a set of cards
made, 2nd by Mr. !'yson; motion carried unanimously.
Mr. Biondi made motion to reject proposal #2, 2nd bq Mr. Tyson; motion carried unanimously.
Mr. Biondi recommended the City go ahead and get the City taxes mailed and if we would
assist them in any way; they could use our billing machine.
Mr, Tyson made motion to hire a girl for few days to help with the City taxes, 2nd by Mr.
Watson, motion carried unanimously.
Mr. Watson made motion not to accept any petition on any City employee; if any citizen has
a complaint he must be on the agenda 3 days prior to the meeting and have a swron affidavit.
Those who are not on the agenda will not be heard; each party that is on the agenda will
be limited to 5 minutes. A police officer will be on duty to see that no interruptions
are made during the meeting. Second by Mrs. Keathley, motion carried unanimously.
Mayor Martin informed the Council if any one could go to court Oct. 21, at 2;30, a hearing
on the restraining order the City had against Fincher Bros. Mr. Tyson and Mr. Watson said
they could go.
Mr. Watson made motion to pay Mayor Martin $50.00 per month for his expenses and time away
from his business, taking care of City business. Mr. Tyson 2nd motion, carried unanimously.
Mr. Wa n made motio to djourn, 2nd by Mr. Keathley; meeting adjourned at 9:25 P.M.
