10.14.1971 CC Minutes536 REGULAR MEETING OF THE KENNIDALE CITY COTa1CIL OCT. 14, 1971 Mayor Martin assembled the meeting at 7:30 P.M.. Council members present were Mrs. Inez Keathley, John J. Biondi, Jr., Marshall Tyson, bill Bishop and B. J. Watson. The minutes from the previous meetings were read and approved. Mrs. Porter came before the Council in reference of mobile homes being moved into the City, said two had been moved in on Bowman Springs Road; thought there was an Ordinance against them. Mr. Marshall advised her Ordinance 69-5 has no provision for trailers or mobile homes except in nonconforming mobile home parks. Mayor Martin said 7 or 8 had been moved in and 3 had been given permission. Mr. Watson made motion have the City Attorney draw up an Ordinance prohibiting any mobile home or trailers in the city limits and to enforce this ordinance, 2nd by Mr. Tyson; motion carried unanimously. Mrs. Pistokache came before the Council asking permission fora baby mule on her property saying her little boy had rheumatic fever and he needed a project. She presented a letter signed by each property owner on Briarwood, giving their approval. Mr. Watson made motion to grant this request, 2nd by Mr. Tyson; motion carried unanimously. Mr. Anathony representing Mr, Huffman in reference of re-zoning one and half acres in the Cannon survey from E Commercial to G Industrial for a fiber glass construction. Said he would build a building 40X50 with 16X20 foot ceiling; would use colored slab or if re- quired would have masonary front; also build a fence to obstruct any view of his material. Mr. Marshall advised him the zoning board would have to act on it first and give their recommendations to the Council. Dick Walden being the only zoning board member present, said he didn't see any thing wrong with it, but would contact the other zoning board mdnbers and give their recommendations within 3 or 4 days. Lloyd Hatton, Mutt Boyd and R, G. Mayse came before the council portesting hauling dirt on property located on New hope Road; stating porpertq surrounding area has been damaged by removal of dirt from Mr. Pincher's property to approximate depth of 8 feet or more. Mr. Marshall advised them the City had a restraining order against them. Mr. Watson made motion to leave the restraining order in effect indefinately, 2nd by Mr. Tyson; motion carried unanimously. Mr, Batton then asked the Council permission to use the Community Center for the Kennedale boxing club. Mr. ~fondi made motion to grant this request, 2nd by Mr. Watson, motion carried unanimously. Pete Kirkpatrick was present and asked the Council why each trailer in mobile home parks did not pap a minimum water charge for each trailer; said he had gone to court and the Judge ruled in the city's favor. After much controversy, Mr, Marshall informed Pete Kirkpatrick the Ordinance had been amended and those that have master meters would be charged commercial rates. Mayor Martin handed his resignation as Mayor to Mayor Pro-taa Biondi, saying so many problems came up he would take them to bed with him. Mr. Martin then stepped down. Mr. Watson suggested any one that is not on the agenda will not be heard and suggested Mr. Martin reconsider his resignation. Mr, Martin said he enjoyed being a councilman, but not Mayor.
