REGULAR MEETING OF THE KENNEDALE CITY COUNCIL
Sept. 9, 1971
Mayor Martin assembled the meeting at 7:35 P.M. Council members present were Mra. Inez
Keithley, John J. Biondi, Jr., Bill Bishog and B. J. Watson; Marshall Tyson being the
only absent.
Mike Harris, representing the Harris Estate, presented a plat of subdivision of 15 lots
and open road on the Old Mansfield Cardinal Road. Don Lyon and James Evans, with the
Planning Board, was present and reviewed the plat; they recommended to the Council to
grant this subdivision stipulating if it meets with F.H.A. specifications and they curb
and gutter and asphalt the road. Mr. Watson made motion fio accept the zonning board's
recommendation, 2nd bq Bill Bishop; motion carried unanimously.
Ralph Bell came before the Council requesting rezoning of property in the Cannon Survey;
would like to have it all commercial, as he was planning on building a building 30X40 to
store his machinery as he was planning on building campers and later by the first of the
year would build a nice office 40X100, He advised this was already zonned commercial
all the way to Eden Road. Mr. Lyon called the Council's attention of Charles Jordon
wrecking yard, part being in our City.
Mr. Parkhill, an attorney, representing James Saunders in reference of the number of stock
he had on his 2~ acres on Kennedale Sublett Road. He had been advised by the Chief of
Police to dispose of them within ten days, saying he had 3 hors, 15 head of cattle, 60
chickens, 20 ducks and 5 turkeys. He was advised we had numerous complaints, also the
cattle in the front yard. Mr. Saunders stated he was putting up a cyclone fence and it
is about half completed; would finish it, as he is financially able. Mr. Marshall
read Ordinance 69-5 whereby you can have Lane horse and a stable every 43,000 sq. ft. Mr.
Watson suggested to reduce the cows to 5, horsas to 1, 20 chickens, 10 ducks and keep
the 5 turkeys. Mr, Parkhill advised he would comply with the ordinance and would keep
the stock out of front yard; asked for a short time to dispose of the stock.
Mr, Bryan came before the Council in behalf of the Volunteer Fire Dept. asking the City to
donate $300.00 a year for 5 years, this is a training program for the south east Tarrant
County fire fighters; stated he felt would have a better Volunteer Fire Dept. Mr. Watson
made motion to grant this request, 2nd by Mr. Biondi; motion carried unanimously.
Mr. Notts presented a plat, dedicating the road on $riarwood, being 14 lots, the sub-
division had already been approved.
Chief Halverson ask permission to have the City Attorney draw up an ordinance in reference
to junk yards and old cars parked on street, Mr, Watson made tuotion to instruct the City
Attorney draw this ordinance up, 2nd by Mr. Biondi; motion carried unanimously.
Paul Mathis asked permission to hire a part time help in getting the taxes mailed at $1.65
per hour. Mr. Watson made motion to grant this request, 2nd by Mr. Biondi; carried unani-
mously.
Mayor Martin informed the Council he had talked with Don Whitt, Superintendent of Schools,
and had asked them to meet with the Council at their next regular meeting.
Mr. Marshall read Ordinance 71-7 authorizing the signal light at 287 and Dick Price Rd.
Mr, Watson made motion to adopt Ordinance 71-7, 2nd by Mr. Biondi; carried unanimously.
The question arose~:~of the delinquent Municipal charge of Avalon Mobile Home Park and 287
Trailer Park. Mr. i~atson made motion to have the City Attorney to write them a certified
letter advising if not paid by the 1st of the year, would have to take legal action and
would be unable to issue them a trailer park permit. Mrs. Keithley 2nd motion, carried
unanimously.
