05.27.1971 CC Minutes521 REGULAR MEETING OF THE KENNEDALE CITY COUNCIL MAY 27, 1971 Mayor Platt assembled the meeting at 7:40 P.M. Council members present were Mrs. Inez Kiethly, John J. Biondi, Jr., J. H. Martin, Bill Bishop and B. J. Watson. Mrs. Pistokache came before the Council stating the City had graveled Briarwood Street and the County was suppose to hot-top it, but as to date they have not. Also need street sign. Mr. Watson made motion to grant her request and call the County Engineers in regard to this matter, 2nd by Mr. Biondi, motion carried unanimously. Mrs. Strahan, who lives on Briarwood, was present and stated they were having problems with hot rodders on their street and it was very dangerous; she gave the boys name. Mr. Loyd Knotts appeared before, saying he had four acres in the Haynes survey, and planning on building some houses, asked permission to open a road; that he would gravel the street. Mr. Biondi made motion to grant this request and if possible have the County Engineers to hot-top it. The road would be a con- tinueing of Briarwood St. The motion 2nd by Mr. Martin, motion carried unani- mously. Mr. Harris and Mr. Vardiman appeared before the Council asking permission to open an mess street from Katy Circle to Gail Drive. Wants to develope it and build more houses; stating they would gravel the street. Mr. Martin made motion to grant this request, 2nd by Mr. Bishop, motion carried unanimously. Also stated they have two lots at Katy Circle and Gail Drive; asking the Council to con- sider re-zonning from A, one family dwelling,to C, multiple family, wants build nice 3 to 4 unit apts. Mr. Marshall advised them when making G zoning.. chance vaotd~.~'. have to have a public hearing, also they would have to come before the Zoning board. Mayor Platt asked Mr. Martin to contact the zoning board and see when they could meet with them and would advise them when to appear be- fore the zoning board. Mayor Platt informed the Council the Police Chief said the radar was not working on the police car. The purchase price being $1,785.00 or could lease it for $58.51 per month with option to buy. MLS Keithly made motion to lease it for two months, 2nd by Mr. Watson, motion carried unanimously. Mayor read letter from Freese, Nichols and Endres recommending the City pay Allison & Henry $4,795.94 part~.al payment on the pipe and tank foundation. Mr. Biondi made motion to accept this recommendation, 2nd by Mr. Martin, carried unanimously. Mr. Watson made motion to publish a letter in the Star Telegram and Kennedale News in reference to the City Bond election, signed by all the Councilmen, 2nd by Mr. Bishop, carried unanimously. These letters are to be enclosed with the water cards. Mr. Bishop asked about the grass and weeds, Mr. Martin suggested take the matter up with the police dept. Mr. Watson asked about the front office being opened on Saturday moring to collect the water bills. Mr. Biondi suggested since have someone in the Police Dept., let the dispatcher collect the payments on Saturday morning. Mr. Marshall advised the Council, James Rodgers had contacted him in reference of being annexed into the City. Would have a public hearing June 24th at 7:30 P. M. sza Min. cont. from May 27, 1971, Mr. Martin informed the Council he was approached by a lady with the Woodman of the World asking if the Council would take ,$5,000.00 for the community center, if so she would contact her company; saying they would repair the bldg. Mr. Watson made motion to advertise for bids, stipulating it to be used as a community center for 99 years and the City reserve the right to approve or reject all bids, 2nd by Mrs. Keithly, motion carried unanimously. Mr. Biondi siad he would like to have this in writing and not just verbal. rir. Martin made motion to adjourn, 2nd by Mrs. Keithly, meeting adjourned at 8:50 P.
