REGULAR MEETING OF THE KENNEDALE CITY COUNCIL
MARCH 11, 1971
Mayor Platt assembled the meeting at 7:35 P. M. Council members present were
John J. Biondi, Jr., A. L. Bolin, J. H. Martin and Charles Knotts.
The minutes from the previous meeting zead and approved.
Pete Kirkpatrick presented the bids and tabulation from Freese, Nichols and
Endres. Part A for 10,000 gallon steel barrel tank, Smith Industries Co., Inc.,
Houston, Texas, in the amount of $25,855.50, B1ack,Sivals, & Bryson, Inc., Dallas,
$27,767.00, and Maloney Crawford Tank Corporation of Tulsa, $31,099.00.
Part B pipe and foundation, Allison & Henry Contractors Inc., Ft. Worth, $9,367.00,
Ruff Construction of Dallas, $12,477.00. Freese & Nichols recommended to award
the contract-to Smith Industries for the steel tank and Allison & Henry for pipe
and foundation. Mr. Knotts made motion to accept Freese & Nichols recommendation,
Mr. Biondi 2nd, motion carried unanimously.
Pete then read letter from Freese & Nichols, calling our attention to the wit-
nessed factory test for $480.00 which was in contract, plus between $300 and
$500 additional cost. They recommended waive the witnessed test and take credit
of $480.00. Mr. Bolin made motion to waive the witnessed test, Mr. Martin 2nd,
motion carried unanimously.
Pete informed the Council, Wallace Gillespie had about 20 acres of land the City
could purchase for ball park and city park, saying Don Lyon had presented an old
plat and recommended the City purchase this land. The Council agreed to have a
special meeting next Thursday night, March 18, to discuss this further.
Pete then asked the Council their decision of purchasing a mowing tractor, had
three bids, Pat Patterson, $3,700.00 less trade-in of $200.00, Hatcher, $2,880.55
less $365.00 trade-in; Clements, $3,250.00 less $250.00 trade-in. The Mayor
instructed Pete to find out what the repairs would be on the old tractor and they
would let him know at the special call meeting.
Mr. Marshall read Ordinance 70-1, in reference of de-annexation of property line
west on Dick Price Road. Mr. Martin made motion to adopt 7~-1, Mr. Bolin 2nd
motion; Mr. Biondi abstained, 3 for, motion carried.
Mayor Platt said there was confusion on the paper and cash bonds which had been
accepted. He said he would contact the Court Judge and clarify this matter.
Mayor Platt asked the Council if they desired to discuss some guns which had been
called to his attention. Mr. Biondi then read a sworn affidavit signed by Billy
Clyde Hygh, that he received two citations on January 2, 1971; at that time a
K ennedale patrolman had confiscated a 38 caliber pistol and he had not received
the gun back, it was not taken in the inventory of February 25, he had been in
several times asking about it, but as of this date hasn't been able to find the
gun. Also a 22 caliber pistol was taken off of a colored man, name only as Mr.
Black. It wss found M=rch 3, in a drawer of the dispatcherts desk; no address
or phone number on the envelope, on checking record there had been no citation
given to a Mr. Black. The Council agreed to investigate this further.
Mr. Knotts made motion to adjourn, 2nd by Mr. Biondi, meeting adjourned at
9:40 P.M.
