SPECIAL CALL MBBTING OF THE KENNEDALE CITY .COUNCIL
Jan. 21 ~ 19'71
Mayor Platt assembled the meeting at ~t45 P.M. Council members present -were
Homer Jenkins, John J. Biondi, Jr., A. L. Bolin and J. H. Martin. Charles Knotts
being the only absentee.
Don Dickens from Freese, Nichols and Endress presented three bids for the fur-
nishing and installing of one Trinity Well Pump Unit; also detailed tabulation
of these bids. The bids are as follows, Layne Texas Co. of Dallas $27,154.00,
Southern Engine & Pu=p of Dallas $29,370.75 and Smith Pump Co. of Bedford
$30,000.00; saying since Southern Engine & Pump Co. had taken exception to our
specifications, would have to disqualify them. They recommended the City of
Kennedal a award the contract to Smith Pwnp Co. if money is available for the
Bryon Jackson pump and motor for $30,000.00. Mr. Jenkins made motion to award
the contract to Smith Pump Co. Mr. Martin 2nd motion, motion carried unanimously.
Don Lyon appeared before the Council, saying a few days ago, he had contacted the
Dallas office on the Open Space Program. He had received some additional infor+
mation; saying there wasn't any money available for open space, but they would
loan 5091 up to 20 acres if the City can show proof they could raise the other
5096. They had two priorities, high and low. He suggested the City find 3 or 4
tracts not to exceed 20 acres, pay 5096 of two appraisals, not sign a contract,
but could take option and not be tied legally. Mr. Biondi suggested advertise
in paper to buy land for recreation and ball park.
Mayor Platt read letter from George C. Thompson, Jr., Corporation Court Judge,
asking fora raise from $100.00 to $150.00 per month, due the increase in the
court docket. The Chief said in his opinion he was well worth it, as he spent
about one and half hours the last court night. The Council tabled this request
until the next regular meeting.
Mayor Platt read 1 otter of a copy the Texas Air Control Board had written to
Pate Jones.
Chief Ellison advised the police dept. Headed two police cars and another patrol +
man. That Mr. Jenkins and he had checked with the Mansfield State Bank of borrowing
the money for the cars. Mr. Jenkins then told the council Mr. Ayers President
of the Mansfield State Bank, had quoted him a price of $7,269.84 for two cars this
includes the interest. The Chief then told the O~uncil they should make up their
minds in 3 or 4 weeks as it took between 60 and 90 days to have the car del iv Bred.
Mr. Bolin made motion to advertise bids for two police cars Mr. Jerkin: 2nd,
carried unanimously. Mr. Bolin then asked the Chief if he had any one in mind for
a reasonable salary and that was certified. The Chief said he did, that Joe Wise
was in his office, he then brought Joe Wise in and introduced him to the Council.
Mayor Platt said he was opposed of hiring another patrolman. Mr. Biondi said they
should be investigated, the Chief then told the Council he would put Joe Wise on
30 day probation. Mr. Bolin made motion to hire another patrolman, Mr. Jenkins
2nd motion, Mr. Martin voted against, 3 foz, motion carried.
The Mayor asked Agnes Williams to explain a number of invoices we had from Buddies,
didn't have tickets for all that was listed, some say coffee, groceries, merchandise,
and cleaning, the total amount unpaid is $132.00. Mr. Bolin made motion to pay
these bills, 2nd by Mr. Biondi. Mr. Bolin then made motion pay no more bills like
this, unless they were itemised and what for, was in favor of the janitors buying
the cleaning supplies. Mr. Biondi 2nd motion, stipulating all invoices be signed
by the Chief. Motion carried unanimously.

Mr. Bulin made motion to adjourn, 2nd by Mr. Martin. Meeting adjourned
at 10:25 P. M.
