01.14.1971 CC Minutes505 REGULAR MEETING OF THE KENNEDALE CITY COUNCIL January 14, 1971 Mayor Platt called the meeting to order at 7s50 P.M. Council members present were Homer Jenkins, John J. Biondi, Jr., A. L. Bulin and J. H. Martin; Charles Knotts being-,the only absentee. The minutes from the previous meeting were read and approved. Don Lyon came before the Council in ref erence of dedicating lots 8-9-10-11, tract 1, and lots 7-8-9-10-11, tract 2, in the Glenn Oaks addition, stating the street was already there with a 6 inch gravel base and 2 inch asphalt; as the lots are dedicated the street is also dedicated. Mr. Bulin made motion to accept this _ dedication, Mr. Biondi 2nd motion, motion carried unanimously. Mr. Lyon then-told.the Council he was representing the Planning Commission and Little League Baseball in reference of obtaining land for a -park and baseball field. He advised the Council they had looked at several different sites and have come up with a tract of land owned by Estes, which lies between Old Mans- field Hwy. and 287 Highway along Texas Electric easement; saying this property would be best suited -for a park. He also stated Charles Knotts and James Beans whose property adjoin this piece of-property said they would b e willing to dedicate half of the right of way for a street to get to said property; this property would be accessible from both roads. This property could b e obtained for $2000 an acre and would need 20 acres. Mr. Martin made motion, 2nd by Mr. Biondi, to go ahead and try to get option on said land. Mr. Marshall advised them would have to have two appraisals and have a resolution drawn up. They also advised Mr. Lyon to go ahead working on this project, as he had been appointed at a prior meeting. Mr. Reflogal came before the Oouncil in behalf of the Woodman of the World in ref erence of the Community Center, asking the Council to sell it to them and would resume the payments that are against it now and fix it up real nice, would spend between $5000 and $6000. He then gave a detailed report of what the W.O.W. has done for the needy, underprivileged, Fire Dept. and several other ways the W.O.W. has helped this community, and what they had contributed to others. Willing to open their books to substantiate all of this information. Mr. Martin made motion to advertise for bids, stipulating this would be used as a non-profit community center. Mr. Bulin 2nd motion. Mr. Biondi and Mr. Jenkins voted against, Mayor Platt said he would untie the vote if they could legally do this, he voted for. Motion carried. Kenneth Pearce came before the Gbuncil asking permission to increase his P.D. Wrecker pull from 12.50 to 15.00. Mr. Bulin made motion to grant this request, Mr. Biondi 2nd motion, motion carried unanimously. B. T. Webb asked the O~uncil if they wished him to renew the insurance on the Volunteer Fire Dept., this being $113.00 per year. Mr. Martin made motion to have him renew this policy, Mr. Bulin 2nd motion, motion carried unanimously. Mr. Webb then informed the Council the insurance on the police car expires in March; for then to think it over and let him know. Mr. J. W. Ayter, Bast Mansfield Highway, asked permission to move a portable bldg. on his place, this being 12X24; would be used for repair on lawn mowers, air. conditioners and sell lawn mowers. Mr. Biondi made motion to grant him this request if it meets all specifications. Mr. Jenkins 2nd, motion carried unani- mously. 506 Minutes cont. from Jan. 14, 1971 Mr. Hodge showed the Council some snap shots of litter in the City, saying he had 3 or 4 units, Boy Scouts, Rangers and Troop 235, who would pick up the litter if the Council would agree to reimburse-them a certain amount. Mr. Marshall suggested he check the 1 egal part of this and the Council asked Mr. Hodge to come back at the next regular meeting. Chief fillison asked the Council if they had any comments on his report. He then said the police car was broken down 9 days and proposed the City buy two new police cars; said he had checked with the Plymouth people and-a police package car would b e $3312.00. Mr. Jenkins said he would like a few days to look into the matter and 1 et him know. The Chief then asked the Councils permission to buy a safe or cabinet with lock. Mr. Biondi made motion to grant his request to buy a cabinet. Mr. Jenkins 2nd motion, motion carried unanimously. The Chief then asked the Council to send McNeill to school, so he can be certi- fied at a cost of $80.00. Mr. Jenkins made motion to send McNeill to school, Mr. Bulin 2nd, motion carried unanimously. The Chief then informed the Council George C. Thompson, Jr., Judge of Corporation Courts had asked him to ask the Council for a $50.00 month increase in salary. No action was taken. Mayor~Piatt informed the Council we had received three bids on the trinity well pump, they suggested to have a special meeting next Thursday nighty Jan. 21, 1971.
