SPECIAL CALL MEETING OF THE KENNEDALE CITY COUNCIL
Feb. 14, 1972
Mayor Martin assembled the msF~ting at 7:40 P. M. Council members present were Mrs. Inez
Keithley, John J. Bion di Jr, Marshall Tyson, Bill Bishop and B. J. Watson.
The minutes from the previous were read and approved.
Mayor Martin advised the Council he had a call from the County Commissioner in reference
of the proposed State Highway I-H-30. Mrs. Keithley made motion draw up a resolution
in favor of I-H-30 be a free road instead of a toll road, 2nd by Mr. Tyson, motion carried
unanimoucly. The Secretary was instructed to write Mr. Mebus of the Council decision.
Mayor Martin informed the Council of Ken Harris asking the re-zoning of a portion of his
property in Gay Daughters addition from A Residental to C Multipy family, he has paid his
prelimary fee but the zoning hasn;t taken any action. Mr. Marshall advised the zoning
board give i8 days to all property owners within 200 feet, and be publish in the paper at
least two weeks. It was agreed the zoning board and City Council have a joint public hearing
March 9, 1972
Paul Winters came before the Council in opposition of merging with Arlington, and asked the
letter be read that the City Attorney had sent to the Mayor a.nd all Council members.
Mrs. Keithley stated thought the last paragraph would be important to the People of Kennedale.
Mr. Watson made motion not to read the letter 2nd by Mr. Tyson, Bill Bishop voted against
4 for, one against, motion carried. Mr. Winters asked the City Attorney his opinion of the
legality of calling the election. .Mr. Marshall said he had some reservation about it, since i
it wasn"t 3 days prior to the meeting., he stated he did not know if that action would stand
up in court. Mr. Marshall was then asked his opinion of the last. meeting when a motion had
been made and 2nd and was under discussion before Mr. Biondi left the Council Chambers. Mr.
Marshall informed the Council he would do some research in this matter. Mr. Winters asked the
Council to reconsider their action in merging with Arlington, saying he thought it was a
hasty decision.
Butch Evans who was on the agenda said he had only one question, then he would relinquish his
time to Steve Radakovich. He asked the City to write a letter to,E. R. Eller of the recomm-
endation the zoning board on his property., on West Mansfield Highway, Mayor Martin assured
him letter would be written in the morning.
Steve Radakovich then appeared before the Council and said in all fairness and respect to all
people in Kennedale, asked the Council to delay the election in time for people for all
people to vote.
Mr, Reflogal came before the Council in favor of Kennedale merging with Arlington, stating
they could do more for us that we couldn;t do for our selves and would have more industrys
here where would be more employment., he also talked about the finances of Kennedale.
L. L. Landry Jr. asked if the election would still be Feb. 26,. Mr. Biondi made motion to
leave the election date as is, 2nd by Mr. Watson, Mrs. Keithley and Bill Bishop voted against2
3 for, two against, motion carried.
Mr. Marshall read Resolution 72-3 calling a municipal election, April 1st to elect a Mayor
two councilmen for two year term and one councilman for one year term. Mr. Bishopd made
motion to adopt .Resolution 72-3 2nd by Mr. Tyson, motion carried unanimously. Ida Flake
the election judge asked for another clerk, the Council agreed unanimously to grant this
request.
Mayor Martin asked the Council Chambers be cleared as they needed to discuss a matter, Mr.
Biondi instructed it be recorded in the minutes no action was taken on the adjustment of
taxes agreeable with both parties.
Mr. Watson made motion to adjourn, 2nd by Mr. Bishop, meeting adjourned 9:00 P. M.
