REGULAR MEETING OF KENNEDALE CITY COUNCIL
JULY 12, 1973
Mayor Childres assembled the meeting at 7:30 P.M. Bro. King gave the invocation.
Council members present were George Lowry, Steve Radakovich, Mayor Childres, Stanley
Jernigan, Bill Bishop and Lloyd Blanscet. The minutes of the previous meeting were
read and approved.
Bill Arber and Don Lyon appeared before the council concerning Bill Arber's qualifications
as building inspector. His fee would be 60~ of all permits including re-inspection fee.
After a brief discussion, Mr. Radakovich made the motion to employ Mr. Arber as Build-
ing Inspector of Kennedale, seconded by Mr. Blanscet. Motion carried unaminously. Mr.
Arber told the council that before he accepted the job, he wanted to read our build-
ing, Electrical and plumbing codes, and meet with the council at a later date. Bill
Arber asked if we have our permit forms worked out yet. Mayor Childres said he
would appreciate it if he would help us with this. Bill Arber said he would bring a
copy of Mansfield's Building, Electrical and plumbing application and permit forms.
Bill Arber said we would be responsible for the filing system. -Mayor Childres informed
him that the City Secretary, Mrs. Templeton, would take care of this. Mayor Childres
said we would furnish Bill Arber with a set of the codes the following day. The council
set up a Special meeting for July 19, 1973 at 7:30 P,M. to discuss these and the codes
further with Bill Arber.
Karl Halverson suggested we need to change the speed limits in Kennedale. He said
our ordinance doesn't cover the speed limits we have in parts of the city. Mr. Rada-
kovich told Mr. Halverson to work out a plan that will be best for us. Mr. Halverson
said we need an ordinance for stop signs and disturbing the peace. Mayor Childres
said for Mr, Halverson to work out the changes that the ordinance needs and they will
discuss them with him.
Mr. Radakovich advised the council about the meeting he, Mr. Blanscet and Mr. Lowry
attended in Everman. They went there to discuss the possibility of a landfill, but
their meeting was only for the purpose of trying to dismantle the Landfill that Kenne-
dale, Everman, Burleson, Edgecliff, Crowley, and Forest Hill entered into jointly
that was closed by the State. They are in the process of selling their equipment. Mr.
Radakovich said Everman, Edgecliff, Crowley and Forest Hill were against the landfill
proposal at Joe Johnson's. Burleson thought we should pursue it further. Mr. Lowry
suggested we spend $2,000.00 to test the soil on Joe Johnson's place. He Volunteered
to go look at the place. Mr. Haley's contract will expire December 7, 1973. r'h'•
Mathis advised the council about the other companies that are operating in Kennedale.
Mr. Burris advised the council that these other companies had not obtained permits.
Mayor Childres said he has two people who want to make bids on the garbage service.
He also checked on the price of a used packer which was $8,000.00. Anew one cost
$15,000 to $17,000. We pay Mr. Haley $14,000 per year.
Mr. Mathis gave report on zoning board meeting that was held July 5, 1973 with Mr.
Simmons, Mr. Smith and Mr. Warren requesting a zoning change from A residential to G
Industrial in the Woods Survey, and recommended to the council that it be re-zoned as
requested. The only objection was raised by Dr. Blair who owns property adjoining.
Dr. Blair was not at the meeting.
Mayor Childres advised the council of his meeting with the development committee
about the proposed building of 240 townhouses. The 240 townhouses would be a develop-
ment of 20 acres each year for 5 or 6 years.

Mayor Ch'ldres adv'sed the council we received. a $4200,00 revenue Sharing Check.
Th's is the seco:~d revenue sharing check we have received. this year, totaling
$8423,00.
Mr. Burris gave report on our tractor. He said the repair cost $238.00, and that it
was working very well. It used one quart of oil in two weeks, made about $150.00
this month mowing. The question was asked how much we charged for mowing. They
were informed we charge $5.00 per hour. After some discussion, Mr. Lowry made a
motion to raise the price of mowing to a minimum of $8.00 per hour, effective Monday,
July 16, seconded by Mr. Bishop. Mr. Radakovich abstained from voting. The
motion carried.
Mr. Lowry made motion to adopt ordinance 73-6 setting public hearing for the next
regular meeting. Mr. Bishop seconded the motion. The motion carried unanimously.
Mr. Lowry made motion to adjourn. Mr. Bishop seconded the motion. The meeting
adjourned at 9:35 P. M.
