05.31.1973 CC Minutes590 CITY OF KENNEDALE, TEXAS SPECIAL MEETING OF THE CITY COUNCIL May 31, 1973 Mayor Childres called the meeting to order at 9:20 P. M. with all members of the council present. Mr. Rakakovich read letter addressed to the Mayor and Council from Mr. Ralph Gates thanking the City for their assistance during the cleanup program recently held in the city. Mayor Childres then advised the council of needed tractor repairs, recommending Mr. Russell be used to do the repairs. Motion made by Mr. Radakovich for Mr. Russell to repair tractor. Seconded by Mr. Lowery, motion carried. Question was asked if the well which was out of order had been repaired. Mayor Childres advised it had, and was in good order. Mayor Childres advised council building had been purchased for operation of new stor- age tank. Mr. Marshall informed the Mayor and council he had received a request from the attor- ney representing the Leonard Bros. for a deposition from a representative of the City of Kennedale advising of the plans-and capabilities of the City for furnishing water and sewer services to their property located near the present City Limits of Kennedale. Mayor Childres stated they would contact Mr. Dickens concerning the request. Mr. Radakovich read letter addressed to the Mayor from Harris Intertype Co. requesting changing the name of Linda Lane to Greenwood Lane in honor of Mr. Charles W. Greenwood for his many past services and support of the city. Mayor Childres explained that Mr. Greenwood was seriously ill and that the company had been active in the support of the community. Mr. Radakovich made motion for Mayor to investigate the possibility of circulating a petition by company representatives to change name of street, seconded by Mr. Lowery, motion carried, none opposed. Mr. Bryan then asked the council about new building codes, concerning the burning of houses donated to the Fire Dept. for training purposes, stating they were in the pro- cess of preparing forms indicating there would be no insurance or damage claims filed by owners of property. Mr. Marshall advised there were no provisions establishing fire zones and felt there was nothing in the ordinances to prohibit this for training purposes. Mr. Bryan then informed the council of legislation pending concerning in- surance rates that could possibly affect the city and residents. Mayor Childres informed the council the city's application for grant had been returned to the E. P. A. and Hearing was to be held the 30th of June. Mayor Childres announced he had five applications for the position of City Secretary, one of which was not a resident of the city and had interviewed the remaining four applicants. Applicants considered were Mrs. Virginia Cotton, Doty Tyson, Evelyn Templeton and Mrs. Wm. Turner. After discussion Mayor Childres recommended Mrs. Turner be employed as City Secretary. On further discussion Mayor Childres stated he would talk with Mrs. Turner further, concerning this position. Mayor Childres then stated he had asked Mr. Jernigan and Mr. Radakovich to prepare a set of "work rules" for the employees of the City of Kennedale. After additional discussion motion was made by Mr. Bishop to adopte work rules entitled "Guide lines for City Employees", with second by Mr. Lowery, copy of which is attached and made apart of these minutes. Motion carried with none opposed. Mayor Childres advised he had a request from Rev. 0. M. Gibbs of the Pentecostal Church to rent the Community Center to be used for church services. After Discussion council agreed to inform Rev. Gibbs the Center could not be used on a regular basis due to other citizens probable requirements ofr use of the Center, but would allow the Church to use the Center on a temporary basis for two weeks providing no other request. were received for use of the Center. Mr. Lowery asked the council what Wrecker Services are allowed to make pickups of dis- abled, impounded or abandonded vehicles within the City. After discussion of this question, Mayor Childres requested Mr. Marshall and Mr. Mathis to Check the present ordinance covering wrecker services. Mr. Mathis advised the council he has proposals from insurance companies for major medical insurance coverage for employees and council members so desiring could ex- amine these proposals which are on file in bookkeeping office. Mayor Childres requested Mr. Marshall to contact Mr. Mapes of Freeze & Nichols to ob- tain list and notify interested parties of hearing to be held in connection with sewer program. Each employee will be reviewed for merit increases in November of each year. The following schedule reflects salary ranges that will be in effect during the current fiscal year. Position Monthly Rate Chief of Police $575.00 - 750.00 Water Superintendent 575.00 - 700.00 Tax Assessor-Bookkeeper 575.00 - 700.00 City Secretary 470.00 - 580.00 Laborer (Certified) 495.00 - 575.00 Police Officer 450.00 - 575.00 Assistant City Secretary 400.00 - 500.00 Laborer (Uncertified) 400.00 -. 495.00 Clerical. 325.00 - 400.00 Court Clerk 300.00 - 350.00 Dispatchers 280.00 - 325.00 ( 1 ) { Wage Porcedures (Cont'd) New employees may be hired at Ten Dollars ($10.00) per week less than the minimum rate for their classification. These employees will be brought to the minimum within thirty (30) days from the date they start to work, effective on the nearest Monday, provided their work is satisfactory. Retirement Abe sixty-f ive (65) shall be considered the normal retire- went age as full Social Security benefits are available. Vacations, Sick Leaves And Bereavement Pay Vacations, The City will grant vacations to all employees in accordance with the time which they have worked Eor the City. The following vacations shall be granted for the period of employment as designated: 1 Year 2 Years 10 Years and Over 5 Days 40 Hours 10 Days 80 Hours 15 Day 120 Hours In the case of an employee entitled to fifteen (15) days vacation, the emplopee shall have the option of either taking the. time off in excess of ten (10) days or of receiving pay for the days in execess of ten (10) in lieu of time off. An employee who elects to receive pay in lieu of time off for the days in excess of ten (10) shall receive such payment at the time he takes his vacation. ( 2 ) G~ ..; J, ~ ~,,.! i ~~ Vacations,(Cont'd) Vacation pay will be computed in accordance with the method of payment and the base hourly rate in effect at the time the vacation rs taken. Vacation pay will be given to the employees during the week prior to their vacation. No vacation may be carried forward from orieyear to the next. No vacation may be taken prior to the regular vacation period (starting June 1) without the specific authorization of the Depart- ment Head to which that employee reports. Sick Leave Pay Employees are allowed sick leave with pay up to a maximum of five (5) days (40 Hours maximum). To be el~ible for sick leave, the employee must have been employed by the City for a minimum of one year. Those employees with less than one year's service with the City will not be eligible for sick leave pay. Following the illness, sick Ieave pay will be paid in the next regular pay period upon application by eligible employees. Sick leave pay must be taken in exact increments of four (4) hours, and an employee must be absent at least four (4) hours before he can claim sick leave pay for any day. Bereavement Pay Any employee who has a death in the immediate family (husband, wife, child, mother, father, sister, brother, father-in-law, mother- in-law) will be entitled to take the first two (2) schedueled work- ing days, following his notification of such death, off with eight (8) hours bereavement pay for each day. Bereavement pay will not be paid for a fraction of a day. ( 3 ) Holidays Employees will receive eight (8) hours straight time pay for the following six (6) regular holidays: New Year's Day Memorial Day Fourth of July Labor Day Thanksgiving Day i ~1 Christmas Day The above will also apply if the holiday falls on a Saturday. If the holiday falls on a Sunday, it shall be celebrated on Monday and the Monday shall be treated as a holiday. If the holiday falls on Saturday, it shall be celebrated on Friday and the Friday shall be treated as a holiday. Any employee required to work on one or more of the six (6) regular holidays shall be paid at one time his base hourly rate, in addition to the eight (8) hours straight time holiday pay. In order to be eligible to receive holiday pay, the employee must work both regular scheduled Bays before and after the holidaq, unless it is the employees day off. s ~~ ~~ S
