Regular Meeting of the Kennedale City Council
September 12, 1974
Mayor Childres assembled the meeting at 7:30 P,M. Bro. Don Taylor gave the
invocation, Council members present were George Lowery, Steve Radakovich,
Mayor Childres, Stanley Jernigan, Bill Bishop and Pat Turner. The minutes
of the previous meeting were read and approved as read.
Gerald Bryan, Kennedale Fire Chief, and Don Roberson, Fire Chief of Forest
Hill, gave a report on the Fire Department training center in Forest Hill.
This is a joint project between six (6) cities, with an estimated cost of
$3500,00 each to cover a period of five (5) years. There will be seven (7)
Departments working together, but Rendon will not be able to contribute any
money. There will be approximately $300.00 per year per department distrib-
uted from the $3500.00 given from each of the six (6) Cities. Mr, Jernigan
made a motion to transfer $3500.00 of Revenue Sharing funds to the Kennedale
Voluntary Fire Department to be used in the Harry Blizzard training center.
Mr. Bishop seconded the motion. Mr, Jernigan, Mr, Bishop and Mr. Turner
voted for, Mr. Radakovich and Mr. Lowery opposed, The motion carried.
Mr. Bryan asked the council to approve the Fire Department's new By-Laws.
This was discussed at length and was tabled until later.
Mayor Childres recomended that the council set the same tax rate we have had
for the past three (3) years, which is $1.35 per hundred and 60% of market
value. Mr. Radakovich made the motion to retain the same tax rate, seconded
by Mr. Turner, The motion carried unanimously.
Ken Pearce asked for a wrecker pull raise. He is now getting $15.00 per pull.
Mr, Jernigan made a motion to allow the wrecker pull rate to be raised to $20.00
with $1,50 per day storage, seconded by Mr, Lowery. The motion carried un-
animously. Ken also asked that his 5Z acres, in the M. F, Scott Survey, Tr
5D, be annexed to the city. Mr. Radakovich made a motion to accept the ap-
plicat~_on and set the Public Hearing for September 24, 1974.
Mr. Marshall recommended they :get a formal adoption of the wrecker ordinance
amendment # 74-4. Mayor Childres maintained a motion to accept Ordinance # 74-4,
Mr. Radakovich made the motion seconded by Mr. Turner. The motion carried un-

Mr. Marshall read the amendment to the Kennedale Building Code, Ordinance # 74-5.
Mr. Lowery made a motion to accept Ordinance # 74-5. Mr. Lowery made a motion
to accept Ordinance # 74-5, seconded by Mr. Jernigan. The motion carried un-
animously.
Mr. Marshall read the amendments to the Kennedale Plumbing Code, Ordinance #74-6.
Mr. Lowery made the motion to accept Ordinance # 74-6, seconded by Mr. Bishop.
The motion carried unanimously.
Mr. Mathis presented the financial report. He advised the council of the
emergency oxygen equipment, from Stewart oxygen service, that had been explained
to him. This is a straight lease and they service the unit. It is a portable unit
and can be left in the Police Station or Patrol car. Mr. Radakovich made the
motion to accept this for the Police Department, seconded by Mr. Jernigan. The
motion carried unanimously.
The Council advised Evelyn Templeton to not issue any permits for apartment com-
plexes until the zoning board has had time to study and revise their ordinance.
The Town of Pantego requested that our Police Department give them Twenty-Four
(24) hour dispatching service. This would be an extra $150.00 per month charge
to them for dispatching. A total of $400.00 per month. Mr. Radakovich made
the motion to give them Twenty-Four (24) hour dispatching service, seconded by
Mr. Turner. The motion carried unanimously.
Mayor Childres maintained a motion to adjourn. Mr. Radakovich made the moti on,
seconded by Mr. Lowery. The meeting adjourned at 10:10 P.M.
