Mayor Childres assembled the meeting at 735 P. M. Mr. Pat Turner gave the
invocation. Coucil members present were: George Lowery, Steve Radakovich,
Mayor Childres, Stanley Jernigan, Bill Bishop and Lloyd Blanscet. The minutes
of the previous meetings were read and approved as read. Mr. Bob Kraft, with
The Kennedale News was present.
Mr. Poppelwell, with Tarrant County Manpower, explained their program. He ex-
plained. the bill the President passed. Tarrant County can operate as a prime
Sponsor because of its population. Operation Mainstream is a part of this, also
EEA. Their new program will begin July 1, 1974. He asked for our help in sup-
plying them names of people who would be eligible for their program. It is
designed. mainly for under-educated and under-employed people.
Mayor Childres presented some figures concerning the water lines to be in-
stalled. It is 900' from Youngbloods to the Kennedale Nursing Home. There is one
fire plug in that area. MZS,Moore, who is with the nursing home, explained
what her Architect told her they would need. They have 50 employees, full and
part time. She said her architect felt she would need an eight inch line, but
Mayor Childres explained that he felt a 6" line would supply her with the proper
pressure since she would be the only one on that line. Mr. Radakovich explained
this to her. A six inch (6") line to the Nursing Home, Texas Bronze and Britt
Hardware Co. would cost $4000.00. Mayor Childres recommended that the 6" lines be
installed. Mr. Lowery made the motion, seconded by Mr. Radakovich. The motion
carried unanimously.
Mr. Marshall read resolution # 74-5, calling an electi on for April 6, 1974 to
elect one Mayor and two councilmen, giving the Mayor authority to appoint an
election Judge and an alternate Judge. Mayor Childres recommended that the re-
solution be accepted. Mr. Radakovich made the motion to accept the Resolution,
seconded by Mr. Bishop. The motion carried unanimously,
Mr. Marshall presented the order that names the Judge as Polly Platt, and the
Alternate Judge as A. L. Bulen. Mr. Bishop made the motion to approve this,
seconded by Mr. Radakovich. The vote was unanimous.
Mayor Childres recommended that the City Secretary, Evelyn Templeton, take care
of the Absentee voting.
Mayor Childres mentioned the Senior Citizen Homestead Exemption. He said we
probably have about Eighty people who own property in Kennedale who are 6,5 years
old and older, He felt that the Senior citizens should be given up to 3,000
dollar exemptions to be effective on the Oct. 1974 billing. He asked that he be
allowed to transfer money from the Revenue sharing Fund, if needed, to take care of
this. Mr. Radakovich made the motion to give them this exemption, seconded by Mr.
Lowery. All voted. yes, except Mr. Blanscet, who did not vote because he is already 65.
Mayor Childres mentioned the Sceptic tank truck we have now, and advised the people to
call City Hall if they need this service. He also advised the Council of the
fetter he had received from Water Quality. He expects to receive Step 1 funding
within thirty days.
Mr. Mathis gave a report on his financial statement, and on the zoning board meeting.
Mr. Radakovich commended the Police Dept. for the fine work they did last month.
Mayor Childres maintained a motion to adjourn. Mr. Bishop made the motion to
adjourn, seconded by Mr. Lowery. The meeting adjourned at 9:00 P, M~
