REGULAR MEETING OF THE KENNEDALE CITY COUNCIL
November 13. 1975
Mayor Children assembled the meeting at 7s30 P.M. Jack Yates gave the in-
vocation. Members present were George Lowery, Steve Radakovich, Mayor
Childres, Stanley Jernigan, Bill Bishop and Pat Turner. The minutes of the
previous meetings were read and approved as read except for two corrections
as follows:
1. The Council gave Mr. Yates authority to sign a lease purchase agree-
ment on the property from the Boaz Estate, amounting to $50.00 per month.
2. Mr. Yates can get a parking lot and road from the County and the
tends court for approximately $900.00.
Item #1 on the agenda will be acted upon at the next Regular meeting, The
council needed more time to select some people for the Zoning board. Mr.
Jernigan suggested Don Ballard, Mr. Turner suggested Robert Brown for con-
sideration.
Item #2--Park Board Agpointments
Mr. Jernigan suggested Robert Patterson, Frankie Luttrell and Ken Elmore.
Mayor Childres appointed Pat Turner and George Lowery to serve on the park
board along with the other three people The council decided to wait
until the next Regular meeting to act on this, since Mr. Jernigan has not
talked to the three people he named.
Item #3--Mr. Yates presented Chief Halverson's report on junked cars within
the city and the action that has been taken by the Police Department, and
the response from the owners thus far.
Item #4--Ronnie Reese and James Haley discussed the garbage contract renewal
with the council. Mr. Haley agreed to sign a two year contract, which is
worded exactly like the one we now have, except for a rate increase. He
asked for $2.80 per month for residential pick-ups. This does not include
the twenty (.20) cents for the city. This will be determined at a later
date. Mr. Radakovich made the motion to accept the two year contract at
$2.80 per residential pickup to be effective January 1, 1976, seconded by
Mr. Turner. The motion carried unanimously. Ronnie suggested that we make
it mandatory that everyone take garbage, but the council did not agree to
that. Mr. Haley was advised that the other garbage companies, xho work in
Kennedale, would be billed a $25.00 per year license fee, including him-
self.
Item #5. Mr. Yates gave the building activity report.
Item #6. Mr. Yates advised the council of the departmental goals for the
rest of this fiscal year.
Item #'~--Mr. Yates explained his position, and what the Ordinance #62-6
reads, about repairing of septic tanks when the sewer is available within
one hundred (100) feet of the property concerned, He advised that a number
of people are abusing the use of our free septic tank service. The council
felt we should continue this service until the sewer system is made avail-
able to these people.
Item #9--Mr. Yates presented the departmental reports and financial report.
Pam Winters gave the Bicentennial report. Mr. Radakovich made a motion to
give this committee $100.00 to help with their expenses, seconded by Mr.
Lowery. The motion carried unanimously. Pam advised the council that the
Chamber of Commerce is giving $25.00 for stamps. envelopes and things like
this, and when that $25.00 is used. they will give more if needed.
Mayor Childres recommended that the regular meeting be adjourned to an
~cecutiv meetin Mrs Lowery made the motion, seconded by Mr. Turner.

Mayor Childres stated that the regular city council meeting would reconvene
at 10:45 P,M, He stated that only personnel matters were discussed and that
no decisions were made,
Item #8--Mr, Yates presented the council with a review of his employee pay
plan. Mr, Radakovich made a motion to adopt the pay plan increases as follows
for a twelve month period:
City Secretary 89b
Tax Assessor~Collector 6%
Clerk 6~
Chief of Police 6%
Patrolmen $650.00 per month to $675,00,
Dispatchers 8,9%
Billing Clerk 5;b
Water Supt. 8%
Water & Street Maintainers--to remain at their present wage, and
that any new people hired in this classification will begin at
the minimum wage level.
The Court Clerk will receive $65,00 per month for preparing all
the paper work for court cases and attending the court sessions,
Mr. Ra.dakovich recommended that the City Administrator give these raises
beginning December 1, 1975. He said. this did not mean that wages would
not be reviewed again before the twelve months were up. Mr. Jernigan
seconded this motion. The motion carried unanimously.
Mr. Radakovich stated that the normal growth of the city would take care
of these increases and that there would be no need for a tax increase for
this purpose.
Mr. Lowery made a mots on to adjourn, seconded by Mr. Turner, The meeting
adjourned at 10:50 P,M,
