Special Joint Meeting of the Kennedale City Council
and the Planning, Zoning and Board of Adjustments
June 2, 1975
Mayor Pro Tem George Lowery assembled the meeting at 7:45 P.M., in the
absence of Mayor Childres. Mr. Pat Turner was also absent. Mr. Rada-
kovich, Mr. George Lowery, Mr. Stanley Jernigan and Mr. Bill Bishop
were present. The zoning board members present were Don Lyon, B, J,
Cona~tser and R, E. Flowers. George Roberts was absent.
The meeting was called for a proposed zoning change of the Hilltop
Addition, lots 1-15, from "A" residential to "C" multi-family. This
property is owned by Steve Radakovich. This was discussed thoroughly.
Mr. Don Lyon made a recommendation to change lots 1-15 now, and later
change the other property in that area if need be. Mr. Flowers seconded
the motion. Mr. Conatser, Mr, Flowers and Mr. Lyons voted yes. The
motion carried.
Mayor Pro Tem George Lowery maintained a motion that a public hearing
be set for June 20, 1975 at 7:30 P. M, for this proposed re-zoning. Mr.
Bishop made the motion, seconded by Mr. Jernigan. The motion carried
unanimously.
This notice was printed in the Kennedale News issue dated June 5, 1975.
Mr. Bishop made a motion to adjourn, seconded by Mr. Radakovich. The
meeting adjourned at 8x15 P•M,

To N.T. Childres and Council:
i have observed your operations in Public Works for some three months
and would like to make some recommendations that will result in more
efficient operations.
When I came here you were just getting started to meet some of the E.P.A.
requirements that would have to be followed. Your Sewer Disposal Plan
has been brought up to E.P.A. specifications and so far we .have had no
reports from the E.P.A. or the Water Quality Board that we were not living
up to our obligations or agreements to be eligible for Federal Loans and
Grants to improve the City facilities. Your men now can operate the sewer
and water operations satisfactorily.
It would be desirable to have (2) two men that were certified water and
waste water operators. One man to head each facility with a complete under-
standing that any change in operation would be reported to the Mayor and the
two operators. One operator would have to appointed as Department of Public
Works Director. He would have the authority of make decisions. This man
would also be qualified to be building inspeetor,electrical inspector and
plumbing inspector.
We repaired the float indicator on the above ground water storage but the
stranded small diameter cable will rust out again in 6 months. The type
~' of chain to use is a heavy brass sash chain. I know that this t
ype of
chain will last for years.
One thing you desperately need is a good meter reader. You have some 850
to 900 meters and a good man should read at least 95ga of the meters cor-
rectly. Rereads are costly in time wasted and gasoline.
A system should be set up that all sewer manhole covers are properly ce-
mented. I personally know of two that need attention. Apparently this may
cause some of the infilteration we now have.
We have pinpointed where oil and grease is dumped in the sewer lines. This
will have to be corrected before Fort Worth will let you connect th their
system. Also, we-have suspicions where surf ace. water is being piped into
the sewer system.~More research will be required before demanding correc-
tive conditions can be required.
A pressure gage should be installed in the water office so that when the
office personnel receive calls for " no pressure or water", they can tell
by looking at the pressure gage and immediately advise the customers of
the pressure. ~..
