05.22.1975 CC MinutesSPECIAL MEETING OF THE CITY COUNCIL May zz, 1975 637 Page 1 of 2 N~ T~ Childres, Mayor, called the meeting to order at 7j35 P.M, with all members of the council present.. Mayor Childres requested Mr. Harold Glass of the Housing Urban and Develop- ment Department to come before council to present the HUD Flood Program. Mr. Glass came forward and stated he did not intend to present a formal presentation but understood some of the questions the council might have and would attempt to answer any questions concerning the program. He advised maps given to the city were furnished by their Washington Office anddelienate the 100 year flood plain. He presented brochures concerning program and sample resolutions and explained provisions of resolutions and requirements of HUD He explained mapping procedures and new maps were being prepared based on engineering studies. Certain areas of present map were pointed out as being incorrect by council. Mr. Glass responded that the map can be corrected. Mr. Glass explained that the city would be asked to submit annual reports as contained in sample resolutions, but there were no definite guidelines at present. He explained that controls would probably be no more stringent than any city would normally exercise and that city could. drop out of the program at any time it desired, He explained that it would permit persons in definite flood areas to purchase flood insurance at lower rates. It would also apply to newly annexed areas. If the program is not adopted, persons in those areas would not be able to obtain flood insurance, and would not be able to obtain loans on properties financed through federally assisted or lending agency governed by federal regulations. Mr. Glass explained that most areas would be governed by existing buildings in flood areas. Variances could be granted to new buildings, Mr. Glass then answered numerous questions presented by Council and explained that most were governed by regulations of the program. After discussion motion was made by Pat Turner to adopt resolution to enter into HUD Flood Program, seconded by Stan Jernigan, Motion Carried. Mayor advised he had another item to discuss with the Council. He had met with the Chamber of Commerce on the previous Tuesday concerning scholarship for students of Kennedale High School. The school furnished a list of students and the Chamber of Commerce gave the method of selecting eligible students. Steve Rada- kovich read eligibility requirements as follows: 1. Attend accredited school of Higher Education. z~ Full time student. 3. Recomended by school faculty. 4, Must establish financial need. . 5. Must be graduate of Kennedale High School. Student must present resume including name, address, names, ages, and occupations of all members of family, educational aspirations of applicant, in- rluding why student desires to go to school, what school and reasons for that school. What courses intended to pursue, included grade average and class rank. 638 SPECIAL MEETING Or THE CITY COUNCIL (Cont'd) Page 2 of 2 May 22, 1975 Mayor advised Chamber of Commerce met with students last week and advised them of the Chamber's scholarship, and advised, if the council desired to participate, it must meet and interview eligible students on Monday or Tuesday of next week. After discussion, council agreed to meet with eligible students for the purpose of selection of student for scholarship fund by City. Mr. McGlothlin came before the council to request placing a mobil home on his property temporarily due to health conditions of Father and Mother. After discussion by council, Pat Turner made a motion to grant a temporary permit fora period of one (1) year due to hardship, seconded by Bill Bishop. The motion carried.
