02.13.1975 CC MinutesPage 1 of 2 630 REGULAR MEETING OF THE KENNEDALE CITY COUNCIL February 13, 1975 Mayor Childres called the meeting to order at 7:30 PAM. Bro. Alan Hall gave the invocation. Members present were George Lowery, Steve Radakovich, Mayor Childres, Stanley Jernigan, Bill Bishop and Pat Turner. The minutes of the previous meeting were read and approved as read. Mr. C. W. Hodges discussed his problem on Susan Drive. Mayor Childres told him that he would have someone contact J. C „ with the County, and see if he would grade the road for them. Item # 4 concerned the Municipal Clerks Resolution #75-2. Mayor Childres maintained a motion to adopt Resolution 75-2. Mr. Radakovich made the motion, seconded by Mr. Jernigan. The motion carried unanimously. Gerald Bryan (Fire Chief) and Jimmy Smith (Fire Marshall) gave their reports. They brought the trophy the Fire Department had earned for 1974. Jimmy Smith read the report of fires, types of fires, losses and other calls the Kennedale Fire Department had responded to. Mr. Bryan presented the nominations for the officers at the Fire Department. They were Gerald Bryan, for Fire Chief, Sonny Elrod for Assistant Fire Chief, and James Smith for Fire Marshall. Mayor Childres recommended that these names be accepted for appointment. Mr. Bishop made the motion, seconded by Mr. Lowery. The motion carried unanimously. Bob Corcoran, Treasurer for the Fire Department, presented the Contract for the approval of the $3000.00 the County is to give to the Fire Department. This was Resolution #75-3. Mayor Childres maintained a motion to adopt Resolution #75-3. Mr. Radakovich made the motion, seconded by Mr. Jernigan. The motion was unanimous. Mr. Marshall read the Resolution 75-1, calling a Municipal Election for April 5, 1975, for the purpose of electing three (3) councilmen for two year terms each. The Election Judge is to be Polly Platt & the Alternate Judge will be A~ L. Bulin. Mayor recommended that the council adopt Resolution 75-1. Mr. Bishop made the motion, seconded by Mr. Lowery. The motion carried unanimously. Mr. Marshall read Ordinance #75-1, which amends the present water close out rates. Mayor Childres maintained a motion to adopt ordinance 75-1. Mr. Lowery made the motion, seconded by Mr. Radakovich. The motion carried unanimously. A public hearing was set for Friday, March 7, at 6:30 P, M. to consider the zoning boards recommendations for amending the zoning ordinance # 69-5 minimum square footage requirements. Mr. Marshall discussed the lease agreement for the community center that he is to prepare. Mayor Childres maintained a motion to accept the lease agreement. Mr. Radakovich made the motion, seconded by Mr. Lowery. The motion carried unanimously. Wayne Winters came before the council to discuss a zoning problem concerning one of his buildings. The building is the old Gillespie Washateria. He has a man who wants to put in a marble Company there. The noise and pollution were discussed. There is a question as to whether this type business conforms to the zoning ordinance. Mayor Childres suggested that this be shelved and he appointed Mr. Radakovich and Mr. Turner to investigate the matter. Mr. Mathis read the minutes of the joint meeting of the zoning board and City Council. He presented the financial statement. Mr. Verdecanna came before the council to request permission to build a metal building on his property on North Road. He advised the council that he would use the building as an accessory building to store his personal wreckers in at night. He lives in the house that is on the property, which he purchased from Mr. E~ W. Lawyer. Mr. Lowery made a motion that Mr. Verdecanna be allowed to build his building, with the provision that if he used it for commercial pur- poses, he be issued a ticket. Mr. Bishop seconded the motion. Mr. Lowery, Mr. Jernigan, Mr. Bishop, Mr. Turner voted to accept the motion. Mr. Radakovich voted not to accept. The motion carried. 631 Page2of2 Regular Meeting of the Kennedale City Council February 13, 1975, contd. Mr. Jernigan gave a report on the meeting he attended with the County. Mr, Mathis advised the council that he had hired Brenda Holdridge to work in his office. She was hired through the Manpower Training Program, Mr. Wayne Cook asked that he be allowed to operate a wrecker service here in Kennedale. He wants to be put on the Police rotation system. Chief said he had to have a twenty-four hour telephone service. Mr. Cook said he could comply with this but no decision was made at this time. Mr. Cook brought up the matter of a problem he had with Chief Halverson. He said it was a per- sonal grudge between them. He had heard that Chief was responsible for him not being allowed to be on the Kennedale Fire Department. Gerald Bryan (Fire Chief) said he had asked for several references on Mr. Cook and he recommended to the Fire Department that they not accept him because of several unfavorable reports, one being Cleveland, Texas Police Department, and that Chief Hal- verson was not completely responsible for his not being accepted, Mr. Cook thanked them for their time and left the meeting. Mr. John Bohannon advised the Council that his car, a 1963 Mercedes Bend, 190D, was shot up pretty badly by either one of our policemen or the Forest Hills Policeman who was assisting him. The car had twenty-two holes in it. This happened during an attempted arrest of a man who was wanted by the Fort Worth Police. Mr. Bohannon had obtained estimates on how much it would cost to fix his car. Mr. Spud Martin verified the condition of the car. Mr. Bohannon said it would cost approximately $393.00 to repair his car. The council asked him to furnish them with a copy of the bid and instructed Mr. Marshall to pre- pare a release of claims for him to sign. Mayor Childres recommended that he be paid $393.00 for the repair on his car. Mr, Lowery made the motion, seconded by Mr. Turner, The motion carried unanimously. Mayor Childres maintained a mots on to adjourn. Mr. Turner made the motion, seconded by Mr. Lowery.
