01.09.1975 CC Minutes629 Regular Meeting of the Kennedale City Council January 9. 1975 Mayor Childres assembled the meeting at 7s30 P, M. Pat Turner gave the invocation. Members present were George Lowery, Steve Radakovich, Mayor Childres, Stanley Jernigan, Bill Bishop and Pat Turner. The minutes of the previous meeting were read and approved. as read. Wayne Cook was not here. Chief Halverson advised the council that five of our ordinances are obsolete. They are ordinance # 10A~ 12, 13, 18 & 23. He said we need an ordinance on Failure to Appear. Mayor Childres advised the council that he had talked to Mr. Nolan Strahan about cleaning and waxing the City Hall, once a month, for $25.00 per month. He had talked to Mrs. Turner and she agreed to this. She would only have to use a dust mop which would make cleaning easier for her. The council all agreed to this. Mayor Childres gave another report on the sewer grant. Mr. Mathis presented his financial report, Mr. Ted Brewer gave a report on the Community Action program for the Senior Citizens. They will have an election January 16 to elect their officers. Mr. Jerry Mebus will pave the Community Center parking lot, at no expense to the City. He said he would send the City a copy of the letter to Mr. Mebus confirming their verbal agreement about this. Mr. Pat Turner advised the council that Kennedale Sublett Rd. needs to be striped up to the Arlington City limits. Chief Halverson said he would talk to the County people and see if he could get this done. Chief Halverson mentioned raising the speed limit on Kennedale Sublett to 35 MPH Mr. Turner made a motion to raise the speed limit on Kennedale Sublett Road, from Highway 287 to Little School Road, to 35 mph. The motion died for lack of a second. Mr. Radakovich asked the council if the City should be responsible for pumping commercial Septic tanks. Mr. Lowery made a motion to use the City pumping truck for residential use only, seconded by Mr. Jernigan. Mr. Lowery, Mr. Jernigan, Mr. Bishop and Mr. Turner voted to accept this motion. Mr. Radakovich abstained, since he was temporarily serving as Inspector for Mr. Burris. The motion carried. The water close out rates were discussed at length and the council agreed to amend the present ordinance to charge a minimum rate of $3.50 for 2500 gallons or less, and to charge a full months price for garbage and sewer on final outs. They agreed that we will start enforcing the service charges for cutting peoples water off temporarily per request or because of failure to pay their bills, which is covered by our present ordinance. Mayor Childres maintained a motion to adjourn. Mr. Radakovich made the motion, seconded by Mr. Lowery. The meeting adjourned at 9s10 P.M. Approveds ` ~ T.
