12.09.1976 CC MinutesPage # 698 REGULAR MEETING OF THE KENNEDALE CITY COUNCIL December 9, 1976 Mayor Radakovich assembled the meeting at 7s30 P.M. Council members present were Clara Sanderson, Mayor Radakovich, Stanley Jernigan, Bill Bishop and Pat Turner. Mr. Lloyd Knotts gave the invocation. The minutes of the regular meeting November 11 were approved as written. The minutes of the special worksession November 16 were approved with one correction, the Billing Clerk's salary will be increased to $500.00 per month fr©m $475.00 due to an error in bookkeeping. The minutes of the special meeting November 27 were approved as written. Mr. Lloyd Knotts appeared before the council to discuss the development of the Knotts Subdivision. (Mr. Lowery and Mr. Marshall arrived at this time and were recognized as being present for the record) Mr. Knotts explained that five years ago he had a builder build some houses on Dick Price Road. The city council gave him permission to open the street with- out the curb and gutters. He dedicated the road and gave sewer easement without cost to the city. He wants a sewer line on his lots so he can sell them. He is willing to run sewer on his property, but he feels the city should run the line across the vacant lot to his property and furnish a manhole at no cost to him. He asked what the specifications were for laying a sewer line. His lots are 310' across, 385 feet of line if run to Mr. Isaac Fields property. The nearest manhole is approximately 500' from Mr. Knotts house, approximately 400' from his property line. The line is 4' deep at the manhole and he thinks a 3' manhole will be sufficient. Mr. Knotts was advised that he should contact our Engineers (Freese and Nichols) and go by their specifications. Mr. Turner asked if a manhole xere required on his property, would he go ahead and lay the line. Mr. Knotts said no, he would not pay for a manhole or an inspection on the sewer line. Mr. Turner said he felt the city should take the line to Mr. Knotts property line and pay for the manhole if it is not on his property. Mr. Lowery said he would like to say ths~t Mr. Knotts xas the only man who had run his line at his own expense. Mr. Bishop made a motion to run the line up to his property line and put the manhole in at the proper 1 ocation at the city's expense. Mrs. Sanderson second the motion. The motion carried with none opposed. Mr. Jernigan made a motion to amend ordinance #74-4 to raise the wrecker pulls to $25.00 and storage to $2.00 per day, per Ken Pearce's request. Mr. Lowery second the motion. The motion carried with none opposed. Item # 3, Consideration of ordinance 76-8 regarding connection to the sewer connection system, was not ready. 1 Page # 699 Regular meeting, December 9, 1976, continued The council read proposed sewer use charge and industrial cost recovery ordinance. Mr. Turner made a motion to adopt this ordinance # 76-10 as written, second by Mr. Bishop. The motion carried xith none opposed. Item #5, consideration of bids on codification of ordinances, was tabled until the February 197? agenda. Item #6, consideration of ordinance #76-9 providing review by Planning and Zoning Board of building permits in "C" and less restrictive zoning districts, was discussed by the council. This ordinance would amend the Kennedale building code ordinance #73-3. Mr. Lowery made a mots on to adopt ordinance #76-9, second by Mr. Jernigan. The motion carried with none opposed. The departmental r~sports were discussed at length. The financial report showed that we are $16,000.00 over the proposed budget. The financial report was alsfl discussed and accepted. The park grant has been approved in the amount c~ $28,7,50.00. Mayor Radakovich recommended that Item #7, consideration of pay review of city administrator, be discussed in a worksession at a later date. The council approved his recommendation unanimously. Mayor Radakovich advised the council that he arts Mr. Yates have been discussing xith Forest Hill and Fort Worth the possibility of annexing the Oakcrest addition that is located between Village Creek and Loop 820 on the west side of Highway 287 Business.Mr. Jernigan said he was in favor of annexing the Oakcrest addition if Forest Hill will agree. The council agreed to let Mr. Yates notify Forest Hill and Fort Worth concerning this matter. Mr. Yates stated that the two petitions for annexation in the Gay Daughters Survey are ready to be filed, Mr. Marshall read ordinance #74-3 and 74-8 which is a clearing ordinance for these two petits ons for the Ken Pearce aril. Ted Cox properties. Mr. Lowery made a motion to adopt ordinances 74-3 and 74-8, aecond by Mr. Jernigan. The motion carried with none opposed. Mr. Yates stated that Chief Karl Halverson had mentioned trading the white Ford Torino police car to Charles Kuykendall fora 1972 Ford LTD. The Ford Torino needs some repair done which he felt was more than the car was worth. The council took a vote on this with Mr. Jernigan, Mr. Lowery, Mrs. Sanderson voting for the trade. Mr. Bishop abstained and Mr. Turner voted against. The motion carried. Mrs. Sanderson made a motion to ad3ourn, second by Mr. Lowery. The mots on carried with none opposed.
