REGULAR MEETING OF THE KENNEDALE CITY COUNCIL
June 10, 1976
Mayor Radakovich assembled the meeting at 7:35 P.M. Pat
Turner gave the invocation. Members present were George
Lowery, Clara Sanderson, Mayor Radakovich, Stanley Jernigan,
Bill Bishop and Pat Turner.
Mayor Radakovich recommended that the reading of minutes of
the Regular meeting May 13, 1976, and the Special Meeting
May 27, 1976 be deferred to the next regular meeting due to
the large number of items on the agenda. The council agreed
unanimously.
Mayor Radakovich read a letter he had received from Kennedale
Cinema, formerly Quarter Horse Cinema, concerning their future
plans.
Pam Winters, representing the Youth Advisory Council, explained
their program to the Council. They are funded thru the Com-
munity Action Agency. Pam said the Youth Council wanted to
place someone from their group on the Park Board, and recommened
Kirk Turner. Mayor Radakovich recommended that Kirk Turner
and Darrell Barnes both be appointed to the Park Board.
Mr. Lowery made the motion to appoint Krik Turner and Darrell
Barnes to the Park Board, seconded by Mrs. Sanderson. Mr.
Lowery, Mrs. Sanderson, Mr. Jernigan and Mr. Bishop voted
yes. Mr. Turner abstained. The motion carried.
Ken Pearce (representing the Youth Advisory Council), Gerald
Bryan (representing the Kennedale Fire Department), and Robert
Patterson (representing the Baseball Association) asked the
council to grant them permits to sell fireworks this year.
Mayor Radakovich entertained a motion to issue them permits.
Mr. Turner made a motion to issue them permits for 1976 only,
since this is the Bicentennial year, seconded by Mr. Lowery,
Mr. Lowery, Mrs. Sanderson, Mr. Jernigan and Mr. Turner voted
yes, Mr. Bishop opposed. The motion carried.
Mr. Harrelson had requested to be on the agenda, but was not present.
Cathy Wincovitch with Tarrant County Planning Board, and
Pobert Patterson explained the Park Application for grant
for Phase I. The dates for funding are July 1, 1976 and
January 1, 1977. Mr. Lowery made a motion to adopt Resolution
~~76-11 which authorizes the application for agrant for PhaseI.
Mr. Jernigan seconded the motion, The motion carried unanimously.

Mayor Radakovich asked the council if they objected to him
talking with Dr. Harris to see if he would serve as Health
Officer again. The council had no objection.
Mr. Jernigan recommended that we abstain from voting on the
Utility Rate Resolution from the Mayor's Council until we could
get further information. He recommended this be put on the
agenda for the next meeting of the City Council.
Mr. Turner made a motion to adopt Resolution ~~76-12 which
authorizes the application for "701" Grant for the Codification
of Ordinances, seconded by Mr. Jernigan. The motion carried
unanimously.
Mr. Yates said he compared the bids for Workmens Compensation,
and .would recommend that we enter into an agreement with
Texas Municipal League. Mr. Jernigan made a motion that the
City of Kennedale enter into a Interlocal Agreement with the
Texas Municipal League Workmen's Compensation Joint Insurance
Fund for the purpose of providing Workmen's Compensation
benefits to qualified employees. Mr. Bishop seconded the motion.
The motion carried unanimously.
Mr. Jernigan made a motion to pay the second periodical estimate
on (WPC-TEX-1004) in the amount of 32,671.39, seconded by
Mr. Lowery. The motion carried unanimously.
Mr. Yates gave a presentation of the Water Study. Mr. Yates
asked for a special meeting June 24, 1976 to discuss sewer
extension of sewer lines.
The departmental reports were given.
Mr. Lowery made a motion to adopt Resolution 76-14 which is the
Joint Resolution with the City of Arlington on the land dispute,
seconded by Mr. Jernigan. The motion carried unanimously.
Mr. Hugley, ~o~lner of? Petroleum •Rt~b6er, came to. discuss his
water bill. Mr. Yates advised the Council that thru investigation,
we had discovered an error in the meter reading and the billing.
After thorough study and re-calculating the water bills back
to January 1974, we found that Mr. Hugly was overcharged
$4,454.83 including a penalty of $403.02. The council un-
animously agreed that he get paid this amount and that the amount
of t~"~~she owes the City may be deducted from this amount.
Mr. hu~gley agreed to wait thirty (30) days for payment. The
above figure is from January 1974 thru May 1ga76. Mr. Turner
requested that a new meter be installed at Petroleum Rubber
Company and that the old meter be tested.

Mr. Yates gave a report on the sewer easements. He said
that Mrs. Helen Smalwood agreed to let them cross her property
that adjoins Ted Smiths' property, but she has a suit in
probate court that involves her late husbands will. She has
some buildings on the proposed easement that will need to be
torn down and built back. The Council authorized Ken Pearce
to talk to her to see what the least amount of money it would
take to do this. The sewer Contractor said he couldn't replace
the buildings for less than $500.00.
Mr. Turner made a motion that the City of Kennedale pay Mayor
Radakovich's registration fee for the National Mayor's Conference
Milwaukee June 26, 1976. Mr. Bishop seconded the motion.
The motion carried unanimously.
Mr. Lowery made a motion to adjourn, seconded by Mr. Bishop.
The motion carried unanimously. The meeting adjourned at
10:30 P.M.
