05.27.1976 CC MinutesPage ~~ 674 SPECIAL MEETING OF THE KENNEDALE CITY COUNCIL May 27, 1976 Mayor Radakovich assembled the meeting at 7:40 P.M. Members present were George Lowery, Mayor Radakovich, Stanley Jernigan, Bill Bishop and Pat Turner, Clara Sanderson was ill and unable to be present. The council discussed the condemnation of the Ted Smith property. Mayor Radakovich suggested that Mr. Yates talk to Mrs. Helen Smallwood to see if she will permit the city to qo across her property, thus preventing a condemnation suit. The proposed nuisance ordinance was discussed at length. Mayor Radakovich recommended this item be tabled until the next meeting. The zoning and Planing boards recommendation for the square footage requirements was discussed thouroughly. Mr. Turner made a motion to adopt the Planning and Zoning Boards recom- mendation as to concept to be comparable to the area where the house is to be built, and that the builder can only go down to the minimum square footage requirements set forth by the developers restrictions. Mr. Lowery seconded the motion. Mr. Lowery, Mr. Jernigan, and Mr. Turner voted yes. Mr. Bishop voted no. The motion carried. The consideration of the place system for Elections was discussed. Mr. Turner gave his reasons for wanting the Election procedures to be changed from at large to place system. Mr. Turner made a motion to adopt the Place System, seconded by Mr. Jernigan. Mr. Jernigan and Mr. Turner voted yes, Mr. Lowery and Mr. Bishop voted no, thus making it a tied vote. Mayor Radakovich voted to break the tie. He voted no. The motion did not carry. Mr. Turner made a motion to authorize Mr. Yates to make the Citys portion of the payment in the amount of $2200.00, for the roof repair on the Harris Bldg. Mr. Jernigan seconded the motion. The motion carried unanimously. Mr. Lowery made a motion to adjourn, seconded by Mr. Turner. The motion carried unanimously. The meeting adjourned at 9:37 P.M.
